| Fair faces get SBN posts on fake certificates | | Selection norms sold to bribery deals | | Javaid Naikoo Srinagar, Jan 15: In yet another scandalous example of throwing norms to winds, not only dubious revenue certificates were framed, but deserving candidates were dropped to employ recommended fair faces for the posts of teachers under Shiksha Baligaan Mission. A major scandal surfaced in the office of District Development Commissioner Baramulla who is also the Chairman of Zilla Lok Shiksha Samiti (ZLSS) of Shiksha Baligan Mission (SBM) of the area after Early Times got access to documents revealing how fraudulent measures have been employed in the selection process of SBM teacher posts. The documents reveal that office of the District Development commissioner/chairman ZLSS in its selection guidelines mentions that for the engagement of SBM posts of ZLSS Baramulla no circular was issued by ZLSS Baramullah and in one of the Halqa, Harinara five candidates had applied for the nomination/selection of SBM teaching posts. Two people one male and one female were nominated in the said Halqa on merit basis. The details reveal that concerned officials since the beginning of engagement SBM posts have confused candidates by suspicious modes of selection which include "selection on the basis of merit and nomination." Besides in guidelines concerned officials have also mentioned that "there is no village level committee in SBM formulated so far" which goes beyond human understanding that why it needs village level committees for selection process. The details reveal that among the five candidates who had applied for the posts namely Muhammad Rafiq Khan son of Bashir Ahmad of Rakhi-Duslipora, Shahida Akhter daughter of Gulzar Ahmad Dar of Rakhi-Duslipora, Riyaz Ahmad Dar son of Ali Muhammad of Rakhi-Duslipora, Roofa Banoo daughter of Muhammad dar of Harinara and Shabir Ahmad Bhat son of Ali Muhammad of Harinara only Muhammad Rafiq and Shahida Akhter were "nominated" as per document proofs, there by contradicting its own mode of selection as in the guidelines it has mentioned that both candidates were selected on the basis of merit. It does not stop here, keeping in the readings of guidelines that selection will be made on the basis of merit one deserving candidate namely Shabir Ahmad Bhat who has been dropped possess merit percentage of 44.66%, while as another blue eyed candidate who possess 39.33% has been selected after `paying huge sum of money to the concerned selectors'. While as another female candidate nominated for the said post according to the document details received from the office of the Tehsildar Pattan reveal that the PRC certificate produced by Shahda Akhter daughter of Gulzar Ahamd of Rakhi-Duslipora has not been issued from the office of the Tehsildar Pattan as no record of any such PRC certificate is recorded in the said office, however, according to the sources the PRC certificate produced by Shahida has been framed illegally by some noted revenue officials of the area without following necessary norms of making a PRC certificate. Candidates who contacted Early Times reveal that in all other Halqas of the area same fraudulent measures were allegedly used by the concerned officials to employ the blue eyed candidates after receiving hefty amounts from them and despite repeated requests to the District Development Commissioner Baramulla to thoroughly investigate the selection process conducted in filling such posts no attention is paid to the demands of candidates who have been dropped despite being the deserving ones and instead in many cases according to the sources concerned officials does not share information with candidates to know the selection process employed.
