| Promotions, appointments in Fire & Emergency Services: RULES SET AFIRE | | | Et Report
SRINAGAR , Jan 15: Throwing all standing rules and regulations out of the Window, the State Government to benefit its blue eyed has created the post of Director General in J&K Fire & Emergency Services by abolishing the Post of Director in the State. This has been done in violation of Fire and Emergency Act according to which the J&K Fire and Emergency Services should be led by one director in the State. But in open violation of the Act and to give undue benefit to its blue eyed, the Government has created two posts one of DG and other of Common Pool Post -the both are equal in status and emoluments. According to sources this has led to a lot of resentment among the in service employees who rue Government's highhandedness and biased approach towards its blue eyed. Sources said that nepotism has been main cause of dejection among the employees in the organisation. Strangely, though the post of Director was elevated to DG but still he utilizes the powers of Director while the Officer who was elevated to Common Pool Post was utilizing the powers of Joint Director and Deputy Director, sources added. Sources said the anarchy in the organization has reached to such an extent that authorities in open violation of 1999 circular issued by General Administrative Department (GAD) banning the class four appointments have made 35 such appointments. However later some of them were terminated, sources added. Even in promotions, no criteria has been maintained and Departmental Promotion Committee's (DPC) has been totally misused. Even one of the joint secretaries in Home Department had refused to sign the minutes of the meeting of DPC as he had observed some discrepancies in the promotions, sources added. It may be recalled that Early Times had reported malpractices and violation of official position by the authorities at the helm of affairs in Fire & Emergency Services in the State which falls under the charge of Home Ministry, led by Chief Minister, Omar Abdullah. |
