| Daily wagers await regularisation as process slows down | | | Et Report Jammu, Jan 15: Regularization process of thousands of Daily Rate Workers (DRW) and Causal Laborers in Jammu and Kashmir is getting delayed as respective departments have failed to submit details to the Sub-Committee constituted by the Government for the purpose. State Cabinet had approved the mechanism for regularization of daily wagers in of 2009, with directions passed to department to furnish details about the workers, so that financial and legal issues could be sorted out. "Concerned Departments were-advised to furnish full details of these engagements so as to enable the committee to go into the extent, magnitude of problems relating to casual workers which include financial, legal and administrative, that may arise in the regularization. But most of the departments have failed to furnish details", said sources. Officials said that in turn many of them submitted inadequate information. "Since Departments furnished insufficient information, they were again requested to furnish the references of officers who engaged these casual labourers which is still awaited", officials said.Minister for Finance Abdul Rahim Rather said that as soon as, the relevant information is received on the subject in full, Cabinet Sub-Committee is expected to deliberate on the issue and finalize itsrecommendations. It is pertinent to mention here that the criteria for regularization of DRWs are provided in SRO-64 of 1994. The conditions for their regularization include that he should be a permanent resident of state and should possess prescribed academic and technical qualification for post against which he is required to be regularized. Other major condition include that he should have completed seven years of continuous period of working in respective departments. Besides, as per Government Order No. 26-F of 1994, dated 31.1.1994, only those Daily Rated Workers shall be eligible for regularization who stand engaged on or before 31.01.1994 and have completed 7 years of continuous service as DRW without any break beyond permissible limits. "So far 55604 DRWs have been regularized till end of December 2011 and only 3501 number still exist pending regularization. The regularization of remaining cases will be considered when respective Administrative Departments will send report", said Rather. |
