| Under garb of Roshni Act property worth Rs 6 Crores sold for 5 Lakhs in heart of Srinagar | | Instead of three kanals owners stake claim for eight kanals | | Jehangir Rashid SRINAGAR, Jan 19: At a time when different investigation agencies are about to take action against 'pampered' beneficiaries under Roshni Act yet another scam under the Act has come to fore in the summer capital of state. All this has been done to give benefit to a business group so that they could avoid payment of stamp duty. Evasion of stamp duty by people buying properties has become a norm in Kashmir and property worth crores has been seen as purchased by paying few lakh rupees and that too in the heart of summer capital of state. Later on the property is shown to be transferred under the Roshni Act with huge loss being suffered by state ex-chequer. Farooq Ahmad Khan, resident of Hyderpora-Srinagar attorney holder of Saleem Bakshi resident of Sonwar-Srinagar executed power of attorney in favour of Imtiyaz Ahmad Khan, Mushtaq Ahmad Khan, Riyaz Ahmad Khan and Tasleema Akhtar for property measuring three kanals and three Marlas on Residency Road in Srinagar. While as Imtiyaz, Mushtaq and Riyaz are brothers of Farooq, Tasleema is his wife and the business deal was done within the Khan family. Interestingly, Residency Road is one of the important commercial areas of summer capital of state with a kanal of land fetching not less than two crores. In the sale deed executed by Farooq in favour of his brothers and wife it has been written that the property has been sold out for five lakh rupees. This effectively meant that the property which could have easily fetched six crores has been shown to have been sold for meagre five lakh rupees. In the sale deed it has been written that Farooq has received Rs. 5, 00,000 and the property belongs to his brothers and wife. The sale and purchase of this property is yet another prime example of misuse of Roshni scheme that has all along been in news for wrong reasons. In the sale deed it has been written that the land in question has come under Roshni Act with the fee already being paid by the attorney holder. The sale deed also says that the vendor has been recorded as genuine and legal possessor of the said land. The same property was valued at one crore for each kanal of land by a committee headed by then Divisional Commissioner, Kashmir, Mehboob Iqbal. But how the same was changed to Rs five lakhs for three kanals and three Marlas of land is somewhat mind boggling. Although, the vendees were shown to be proprietors of three kanals and three Marlas of land they are causing harassment to the shopkeepers who are operating their business in the Fairdeal Shopping Complex where the property is located. Sources told Early Times that Saleem Bakshi never paid a penny for the property and the whole amount was paid by Khan Brothers with Tasleema being a non-entity in the whole deal. They said that Khan Brothers paid Rs. 71, 00,000 for the property and the payment was made through a demand draft drawn on the Amira Kadal branch of Jammu & Kashmir Bank. Sources said that the shopkeepers of the Fairdeal Shopping Complex had entered into a deal with Bakshi Bashir Ahmad father of Bakshi Saleem as he had got the lease rights for the property. They said the lease expired some years back adding that the quartet of Khan Brothers claimed to have purchased property despite it being the Nazool property. "The period of militancy came as a boon for Khan Brothers consisting of Farooq Khan, Mushtaq Khan, Imtiyaz Khan and Riyaz Khan. The quartet has received money from different channels. They are nowadays considered to be one of the influential business families of Kashmir more so in the summer capital," said sources. Sources said that Khan Brothers had their eyes focused on the prime property of Fairdeal Shopping Complex for some time and they are now claiming to be owners of the entire property that consists of more than eight kanals of land. The shopkeepers of Fairdeal Shopping Complex have also raised their objection and carried out protests against the proposed move over the past few weeks. |
