| One year on, over 50 masters of Botany, Zoology awaiting promotion | | Administrative inertia plagues Education department | | Akshay Azad
Jammu, Jan 19: Administrative inertia is seemingly ruling roost in Jammu and Kashmir School Education department, as around 50 masters of Botany and Zoology, who have secured degrees from Annamalai University are waiting promotion, since last one year, in-spite of the fact that juniors to them have been promoted. Lecturers informed Early Times that the Department of Education had issued promotion orders of Masters/Teachers in the disciplines of Botony on January, 2, 2013 and Zoology on February, 7, 2013 along with Physics and Chemistry. "But the masters (around 50 in number) who had secured degrees from Anamalai University on distance mode and were falling in the seniority list for promotion were served with notices on January, 3, 2013 vide order number Edu/V/314/07 (for Botony) and 7-2-2013 vide order number Edu/V/91/2012 (in case of Zoology) to submit PG Certificates and Marks sheets in the administrative department of Education department within a period of 15 days", the masters said, adding that they had submitted the certificates in 15 days, but since then more than one year has been passed, nothing happened so far. Moreover, they further informed that the paragraph VI of government order number 252-HE of 2012 of 30-5-2012 clearly stated that the degrees awarded by the Universities, whether situated within or outside the state through distance mode in subjects falling in Science Stream, where practices were part of the curriculum, shall not be considered as equivalent to the corresponding degrees awarded through regular mode by the State Universities. "However, degrees in which subjects where practical are part of curriculum and are conducted from within the respective campuses by the UGC recognized Universities, established by an Act of Parliament or the state Legislature, shall also be recognized", the order reads. The masters inform, "The Annamalai University is state owned university, recognized by University Grants Commission (UGC), and its courses are approved by the erstwhile Distance Council of Education of India New Delhi besides the distance mode Courses are recognized as per UGC number F.No. UGC/DEB/2013 dated 14-10-2013", they said. The masters further informed that they had attended the main campus of University for the purpose of practical work and theory at Annamalainagar, in the shape of personal contact programmes twice a year for both the years and they had record of attendance. "We were granted permission by respective authorities to pursue the courses and to attend the theory and practical classes, besides we have complete attendance of those days", they said, adding that a serving teacher or master could only pursue higher studies through distance mode. Moreover, the Universities of Jammu and Kashmir have also granted equivalence to the degrees obtained from Annamalai University. "Time and again they had met officers of Education department but for no avail", they said, adding that the matter has already been decided by State Cabinet, which amounted to law, to be adhered by everybody irrespective of status, occupation, profession and position, then what was the need of constituting a committee. They further said that if the committee was constituted to decide, then why it failed to decide within a year. |
