Two Professors including BJP leader avail 'Sabbatical Leave', submit no project report

Jammu, Jan 19: Succumbing to political pressure, Jammu University (JU) authorities for granted BJP leader, who happens to be a professor, for not adhering to the guidelines set up by the JU authorities. Eight professors including BJP leader availed Sabbatical Leave for research work. While six professors submitted their project work to the JU authorities at the time of rejoining, two influential professors namely Dr Nirmal Singh and Dr AP Singh not only enjoyed salaries for full one year but also throwing the norms to wind , joined back without submitting their work report.
As per JU's calendar Vol (1) Chapter XXVII , Point Number (5) (6), note a and b, on Sabbatical Leave clearly mentions, "During the period of Sabbatical leave the Professor shall be allowed to draw the
normal increments on the due date and the period of leave shall also count as regular service for purposes of pension/retirement benefits provided that the Professor rejoins the University on the expiry of his leave.
As per rules, "The programme to be followed during the Sabbatical leave shall be submitted for approval (by the University) alongwith the application for grant of leave. On return from leave the teacher shall report to the University the nature of study, research or writing work undertaken during the period of leave."
The admittance came from JU authorities in response to the RTI having No PIO-11/JU/13/335, filed in this connection.
The RTI was filed by advocate Kovid Khosla who sought details including names of professors of JU who have availed Sabbatical Leave since year 2000 till date, copies of title of book/books/circulars/research work submitted by each of such professor after completing Sabbatical Leave, details of publishing agency, action taken against such professors for misuse of such leave and names of such professors who do not submit their project work after exhausting Sabbatical Leave.
In reply, the Public Information Officer (PIO) of Jammu University said that eight JU professors have availed Sabbatical Leave since 2002. These including Dr Kulwant Kour, professor of Political Science ( availed Sabbatical Leave from16.4.2012 for period of one year) , Dr S.K Badyal, (retd) Professor of Physics and Electronics ( 3.10.2006 for a period of one year), Dr I.B. Sharma, retd, Professor Chemistry (1.1.07 for period of one year), Dr G.V.R Prasad Professor, left job, of Geology(1.6.07 for a period of one year),Dr S.K Sharma, Professor ,retd, of Law (13.01.09 for a period of one year),Dr Nirmal Singh, Professor of History (1.08.2012 for a period of one year), Dr A.P Singh, Professor of Mathematics (30.5.2005 for a period of 10 months) and Dr Rekha Choudary,Professor of Pol Science (1.10.09 for a period of one year).
The PIO further revealed that while other professors submitted their project reports which included books/circulars/research work etc to the JU authorities after re-joining, the project report of both the professors namely Dr Nirmal Singh and Dr A.P Singh is not available. It is further revealed that details of publishers are also not available to JU.
Pertinently, Dr Kulwant Kour's work is 'US Withdrawals of Troops from Afghanistan; Implication for India and India as a Strategic Calculus in Pakistan's Afghanistan Policy, Dr I.B Sharma's Standard Ceramic method, Precursor technique and Solid solution precursor method, Dr G.V.R Prasad's research work including 'The work of Dinosaurs, Science, out of India Dispersal Hypothesis' .Dr S.K Sharma submitted his Project Report namely 'Introduction to the Constitution of Jammu and Kashmir' , Dr Rekha Chowdhary's book namely ' Identity Politic in J&K, Nationalism and its expressions in J&K besides other work, while Dr S.K Badyal informed JU that for the last six months, he had made comprehensive progress in collecting resource material.
