| Unable to utilize funds, provide data on expenditure | | SWD's failure deprives poor children of nutrition | | Et Report JAMMU, Feb 6 : Despite crores of rupees being released by central government for education and providing nutrition to the children belonging to poor families, Social Welfare Department (SWD) has failed to utilize the funds. As per the sources, SWD has failed to spend the money for the upliftment of the poor children, who were targeted under a centrally sponsored scheme for providing education.They added that a government committee headed by MLAs had asked the department to apprise it about the total number of Anganwari centres, allocation and expenditure on the nutrition across the state, but they could not provide proper figures before the committee."Taking cognizance, the committee observed that though the government was not in a position to provide the projected allocations due to certain reasons yet the released amount could not be spent by the department, resulting thereby in lapse of huge amount in every financial year since 2008-09", said a source. Officials said that the callous attitude of the department deprived the deserving poor children from getting proper nutrition. However, Director, Social Welfare Department, stated that the balance amount has been sent to the concerned deputy commissioners for re validation. The committee then directed the department to furnish the breakup ofthe funds sent for revalidation to the deputy commissioners in the next meeting. Meanwhile regarding 1700 cases of anganwari workers pending disposal in the court of law as stated by the department, the committee had directed the department to apprise the modus operandi adopted to settle these cases and to furnish the break-up of the cases along with the amount spent on litigation as of now, in the next meeting. It is pertinent to mention here About Rs 1.15 crore meant for providing self employment avenues to tribal communities and other weaker section were diverted by Jammu and Kashmir Scheduled Castes, Scheduled Tribes and Backward Classes Development Corporation Limited for payment of salary to its staff. This startling revelation was made by report of Comptroller and Auditor General (CAG) of India, which has revealed that funds wasdiverted unauthorisedly without the consent of government, which released Rs 2.20 crore during 2008-11 under Share Capital Contribution to the Corporation, a company incorporated in 2008 which is under administrative control of Social Welfare Department (SWD). |
