| Reservation under RBA becomes tool of vote bank politics | | NC Minister's constituency becomes biggest beneficiary | | Early Times Report Jammu, Feb 6: Grant of reservations to the people residing in Backward areas under RBA category has become a tool of vote bank politics by the National Conference as many new villages have been included in the list of villages covered under RBA ratified under SRO 126. Recently many new villages were brought under the ambit of RBA reservation without cancelling the backward status (RBA) , of villages which are very much developed as on date. Most of the villages brought under RBA reservation recently belong to NC represented Assembly constituencies and Noorabad , represented by Sakina Itoo the Minister of Social Welfare tops the list. The Government of India appointed Ist Backward Classes Commission popularly known as "Kakasahib Kalekar Commission " on 29th Jan., 1953 which submitted its report on 30th march, 1955 listing 2399 castes as Socially and Educationally Backward Classes in India on the basis of criteria evolved by it. In pursuance to the report of aforesaid commission, the J&K State Government appointed a committee for identification of Backward Castes / Classes vide Order No: 826-C of 1956. The people of Backward Castes / Classes of J&K State felt constantly ignored and discriminated against in the matter of recruitment in Government Services, Public Sector Establishments, Educational Institutions and allied fields in the State. The Government of Jammu and Kashmir with a view to remove the defects in the rules as per verdict of Supreme Court of India, constituted another Committee appointing Justice Dr. A.S. Anand who later retired as Chief Justice of India as Chairman in 1976. Justice Dr. Adarsh Sen Anand Committee submitted its report to the Government in September 1977. Lots of bills are introduced in the State Legislature but till date residents of this state haven't came across a single bill which could contain the provisions of giving one time benefit under various reserved quotas (RBA etc). Even the MLA's or MLC's remain mum over this issue as the Political parties feel that they may lose their vote bank. Many areas in our State which are covered under RBA category, but presently such areas have all the modern facilities like Roads, hospitals, Schools, Colleges etc and even some areas are looked after by Town Area Committees but are still enlisted under RBA category. Social and Political Activist from Doda Shahab-ul-Haque while talking to Early Times said that some areas which are just 12 to 15 kms from Srinagar city are enlisted as RBA villages in Kashmir. These areas were backward 20 years back but not now at least and it is so sad to know that some of our senior leaders and Ministers in present Cabinet have used RBA as a tool to gain political mileage. |
