| Fake ST certificate issued by Revenue Authorities at Budgam | | SSRB selects non Gujjar as Forest guard under ST category | | Et Report
Srinagar, Feb 7 : At a time when the crime branch has exposed the BOPEE scam and arrested its former Chairman Mushtaq Ahmad Peer, the officials of the state administration still do not take any lesson to reform themselves and instead continue to play with the career of poor and educated youth of the state in lieu of monetary gains. In a similar case recently the J&K State Services Selection Board (SSRB) selected such a person as a Forest Guard under district cadre Budgam who has managed to get a fake Scheduled Tribe (ST) certificate from the officials of Revenue Department Budgam. This all was exposed within days as one of the aggrieved candidate sought the details about the said caste certificate from Gujjar Bakerwal Advisory Board under Right to Information Act (RTI) and they made it clear that Sheikh Gujjar is not an Gujjar caste and thus it is evident that certificate has been illegally issued by the concerned Revenue department officials (Tehsildar etc). Case Background : Mohammad Sidiq Jahara from Branwar village of district Budgam could not find his name in the selected list of Forest Guards district cadre Budgam under ST category . The list which issued last week was published in many leading dailies of State and Sidiq's name figured in the waiting list. When Sidiq saw the selected list he found a person namely Abdul Hamid Sheikh Gojjar as one of the selected candidates for Forest Guards under ST category Budgam . He immediately sought help of some RTI activists and speed posted an RTI application to Gujjar Bakerwal Advisory Board Jammu office. The applicant sought following details under RTI Act life and liberty clause (section 7 para 2 of JK RTI Act 2009): 1. Does Gojar Sheikh caste figure as a Scheduled Tribe Caste ? 2. If yes , provide a certified copy of the said order , circular , notification , SRO etc ? The Gujjar Bakerwal Board provided the information via email within one day after they received the RTI application . Pertinent to mention that under Life & Liberty clause (section 7 para 2 of J&K RTI Act 2009) the information has to be provided with 48 hours as against 30 days in normal cases. The information provided by Gujjar Bakerwal Board clearly mentionsthat Sheikh Gujjar is not a Gujjar caste . The letter reads as : "As per the available records in this office, Sheikh Gujjar is not a Sub Caste (Gotar) of Gujjar Bakerwal Community" Now the question arises who issued the caste certificate and why did SSRB authorities entertain the said fake certificate and selected a wrong person as a Forest Guard under ST category. "The SSRB authorities should have a complete list of Gujjar / ST castes with them and after tallying the caste certificates with it then only they must shot-list the candidates , but they haven't done this in our case and it is complete injustice with us " said Iqbal Nadeem Jahara elder brother of Mohammad Sidiq Jahara the dropped candidate . We appeal Chief Secretary and Chairperson SSRB to come to our rescue Iqbal added .The Information provided by Gujjar Bakerwal board has come to the rescue of Mohammad Sidiq Jahara and now the ball lies in the SSRB's court whether they will take consider him for the post of Forest Guard under ST category district cadre Budgam or not. In addition to it the crime branch must also initiate a probe into this scam as to find how the selected candidate was issued a ST caste certificate. |
