| RTI applications pile up for seeking 'answers' on 'selection process' | | LC updates websites with all details sans fresh recruits | | ET Report JAMMU, Feb 7: Ahead of the Budget session J&K Legislative Council has updated its website with all relevant details including those of its employees but the website 'discreetly' makes no mention of the recently recruited persons against various posts for apparent reasons. The recruitment procedure so made for 8-10 persons is still in the wraps of ambiguity allegedly to adjust and accommodate some blue eyed by the authorities at the helm. As it has raised outcry from the left out candidates who are crying foul in the entire process, the issue remains surrounded with controversies which is why the concerned authorities have not put any details of these fresh recruits on the website. Scores of RTI applications are also said to have piled up with the Council Secretariat to inquire about alleged aberrations in the selection process. Sources said a number of RTI applications have been received by the concerned PIOs with regard to information sought about appointments made recently against various posts late last year. However, no considerable movement, nor any action has so far been taken on any application. The concerned authorities, sources said are trying to keep the whole matter under the carpet till the outcry dies down and things get normalized. These fresh recruits were also reportedly asked to keep away from the office and not attend their duties for some time. However, some of them have resumed their jobs sources said adding that all of them are drawing salaries as well. However, despite this discreet mode, the matter has not pacified as many loopholes and aberrations in the selection process have been pointed out with queries mounting through RTI applicants most of whom are dropped ones. Sources said aberrations have been pointed out right from the step one of making advertisement of the posts which included editor, translators, reporters and photostat assistants. Even though the pay scale of all these posts vary but it was mentioned in the advertisement only that the salary of the appointed candidates for first five years shall be regulated in terms of SRO 332 of 2011 dated October 28, 2011. There are apparently no issues on that said the source. The main issue is related to eligibility criteria in which it was mandatory for the candidates on at least three posts , i.e., Editor, Translator and Reporter, that they must be graduates from a recognized university with Urdu as one of the subjects at the matriculation level. It was also clearly mentioned in the advertisement that the degrees of candidates from nay distance mode of education shall not be considered . However, on both these counts, merit and self declared instructions were thrown to wind, said the sources. Concerned authorities, in order to adjust and accommodate their blue eyed candidates allegedly made amendment in the advertisement albeit in a hush hush manner that paved way for appointment of a couple of candidates who were not Urdu knowing nor had it as one of the subjects at any level, said the sources. Also no strict adherence was allegedly made to the instructions with respect to degrees from only Kashmir University or Jammu University as a must for applicants. In the backdrop of these facts, the uproar from the left out applicants is also on the ground that if this happens in the highest seat of democracy where common masses pin hopes and faith of justice, where elders as members of Upper House deliver justice by way of various committees so set up to look into acts of omissions and commissions, why authorities have faltered while making appointments in its own Secretariat...? |
