| Ranked 24th in 32 states of India, 6th amongst 7 states of North India | | J&K fares dismally in economic parameters | | Bivek Mathur JAMMU, Feb 13: Going through the Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis of the Jammu and Kashmir state, certain startling revelations have come to fore as according to this analysis, the state has been placed at 24th position in inter-state comparison of 32 states of India. According to the SWOT analysis of the state, measuring the growth of economy in terms of Gross State Domestic Product at constant (2004-05) prices for the year 2011-12 for all states and UTs except Lakshdeep, Dadra & Nagar Haveli, and Daman and Diu the Jammu and Kashmir state with 6.19 per cent rate is placed at 24th position among 32 Indian states/ UTs. Embarrassing for Jammu and Kashmir is the fact that a state like Bihar which was earlier known for corruption has shown remarkable improvement in economy and has occupied top rank with record growth of 13.26 per cent followed by central state of Madhya Pradesh (MP) with 11.81 per cent as against national average of 6.21 per cent. Meanwhile, in a comparison drawn between 7 northern region states/ UTs namely Haryana, Himachal Pradesh, Jammu and Kashmir, Punjab Rajasthan, Chandigarh and Delhi, the per capita net income of the state at constant (2004-05) prices is miserably very low for the year 2011-12 viz. Rs. 29067 as compared to Rs 112626 for Delhi and Rs 95937 for Chandigarh. On this indicator Jammu and Kashmir occupies second last number amongst northern region states/UTs. The difference amounts to Rs 83559 when compared with per capita income of Delhi and Rs 66870 with Chandigarh. Further the fiscal deficit as percentage of GSDP for the year 2012-13 amounts to 5.5 per cent and according to the analysts, it requires immediate corrective measures. Multi-pronged approach in terms of mobilization of additional resources, greater tax and non-tax collections, cost of recovery of user charges, full funding of plan and expenditure compression, particularly establishment related, is required to be adopted. State's own deficit during the year 2012-13 amounts to Rs 22348 Crore against the corresponding previous year's figure of Rs 21730 Crore recording an increase of 2.84 per cent. According to the economists, the state is not poor but the administration is and has up to an extent failed to exploit both natural and man-made resources to strengthen the economical condition of the northern states. |
