| 200 diploma holders in North Kashmir await engagement in PDD | | | Syed Tahir Bukhari
BARAMULLA, Feb 16: The state government has made it a habit of ignoring decisions taken during the cabinet meetings and also gives a damn to the orders passed by the High Court regarding service matters. This time scores of diploma holders seeking engagements in different departments in North Kashmir are at the receiving end.. Around 200 persons of this district who have received training in the form of two year diploma course from Industrial Training Institutes in Electric trade are yet to be engaged as casual labourers in the Power Development Department (PDD) in North Kashmir. Only those ca didates having some political affiliation or lineage are recommended not only for time bound engagement but for regularization. MLA Langate and Chairman Awami Itihaad Party (AIP) Engineer Abdul Rashid has recommended that 21 casual labourers should be considered for regularization in PDD. These 21 labourers completed their training along with 200 qualified people who are yet to be engaged on casual basis in PDD. "Worthy Executive Engineer PDD Handwara, kindly process for regularization of hardworking casual labourers working in your department," writes Engineer Rashid on his official letter pad on 20.11.2013. The candidates recommended for regularization are Mohammad Qasim Bhat, Ghulam Nabi War, Mohammad Latif Najar, Reyaz Ahmad War, Firdous Ahmad War, Manzor Ahmad War, Mohammad Ashraf War, Nazir Ahmad Lone, Reyaz Ahmad Lone, Javid Ahmad War, Bilal Ahmad Wani, Sajad Ahmad Mir, Aijaz Ahmad Sheikh, Afaq Ahmad Wani, Abdul Hamid Ganie, Ghulam Rasool Wani, Abdul Majid Khan, Abdul Rashid Bhat, Ashiq Hussian Bhat, Altaf Ahmad Shah and Mohsin Ahmad Khan. A group of aggrieved left out candidates told Early Times that only those candidates were engaged as casual labourers who were having four months crash course in electric trade. This they said was done on the recommendations of their respective MLA's and ministers adding that political affiliation was the sole criteria for being recommended for crash course. It would be in place to mention here that state government passed cabinet order no.116/4 dated 11.05.2006 to engage ITI trained electrician in four departments, Agriculture, P.H.E, PDD and irrigation as casual labourers in the departments. However, the engagement has been done on basis of political favoritism with merit taking a hit. Following the apathy from state government the aggrieved diploma holders knocked at the doors of judiciary and filed a Service Writ Petition SWP number 1700/2006, CMP number 3049/2006 dated 20.12.2006 titled Sheikh Aamir Mehraj V/S state and others. As the state government did not file objections to the SWP the court issued an order ordering for the engagement of trained people as casual labourers in PDD. In its order the court observed that the petitioners allege that respondents have been engaging other persons in violation of guidelines laid down by the government order and denying their engagement. The court argued that the respondent/department have been engaging various persons against government policy, which suggests that posts/vacancies are available with them for being fulfilled. Then Development Commissioner Power, R K Sili wrote a letter to Commissioner/Secretary, Power Development Department under correspondence number DC/PD/Adm-III in June 2008 in which he mentions about additional manpower requirement in PDD. The correspondence contained a proposal for minimum requirement of 11166 personnel in PDD to operate/maintenance of assets and for the infrastructure. |
