| DB seeks personal appearance of Com Sec Health | | Delay in implementation of Court directions | | Early Times Report
SRINAGAR, Feb 20: Expressing serious concern over 'deliberate' delay in implementing its orders regarding regular promotions in Health Department, a division bench of Jammu and Kashmir High Court today asked Commissioner Secretary Health and Medical Education to appear in person to explain his conduct on the next day of hearing.
The division bench comprising of Justice Hasnain Masoodi and Justice Tashi Rabstan passed the directions while hearing an application filed by the Health Department, seeking further extension of time in implementing the court directions regarding the issue.
On January 1 last year, the court had directed the Health Department to fill up the post of Director Health Kashmir strictly in time as per rules under JK Health and Family Welfare (Gazetted) Service recruitment Rules 2006.
On August 19 last year, the division bench had extended two months for process of regular promotion for CMOs, Medical officers, Senior Consultants which till date has not been made.
Meanwhile, the court also directed Public Service Commission to file detailed status report giving exact dates on which the proposal for finalizing the regular promotion has been made.
Counsel for PSC, Advocate Azhar-ul-Ameen submitted that a proposal from Health Department was received in November last year which was deficient in certain manners as such Commission sought the concerned deficiency be completed in order to facilitate the process of regular promotion in department.
He also submitted that the Commission has issued a reminder to concerned authorities but they did not respond.
