| 20 cases selected twice, 12 urban beneficiaries get undue benefits | | 6423 APL families get benefits of BPL under IAY | | Avinash Azad JAMMU, Mar 5: Rural Development Department had provided benefits for Below Poverty Line (BPL) schemes to Above Poverty Line (APL) families, moreover 20 cases in seven blocks were selected twice during the period 2008-13 and assistance for construction of new houses was paid twice to the same beneficiary resulting in excess payment. The Comptroller and Auditor General (CAG) report revealed that as per Indira Awaas Yojana (IAY), schemes guideline the benefit was to be provided to only rural houseless BPL families. The audit noticed that out of 12981 assisted beneficiaries 6423 beneficiaries (49 per cent) who did not fall in the BPL census 2002, in 12 tested checked blocks had been paid financial assistance of Rs 17.80 Cr irregularly during the period 2008-13 under the scheme. Further out of 9282 beneficiaries holding Pucca/ semi pucca houses as per BPL survey in nine blocks, 1154 beneficiaries had been paid an assistance of Rs 3.38 Cr irregularly as they did not qualify for any financial assistance as per the scheme guideline. Also 12 beneficiaries from urban/town areas were extended undue benefits under the scheme in two test checked blocks. 3762 beneficiaries in 11 selected blocks in possession of Kutcha houses as per the BPL survey were entitled for financial assistance of Rs 15000 per BPL household for upgradation of their houses but the financial assistance at the enhanced rates for construction of new houses @ Rs 38500 to Rs 48500 was given during the period. Moreover, 20 cases in seven tests checked blocks were selected twice during the period 2008-13 and assistance for construction of new houses was paid twice to the same beneficiary resulting in excess payment of Rs 5.6 lac. The Block Development Officers (BDOs) stated that such cases would be investigated. |
