Cong once again succeeded in not getting Kashmiri Hindu Shrines Bill passed in Assembly

JAMMU, Mar 5: The "much awaited" Kashmiri Hindus Shrines and Religious Bill, which was introduced in the Legislative Assembly on Tuesday, was not passed once again. The Bill was referred to the Joint Select Committee of both the Houses for further deliberations. Introduction of Bill in the Assembly had exposed serious differences between two coalition partners namely Congress and National Conference as former strongly opposed passing of the Bill while as later was adamant to get the Bill to be made as a Law.
Congress under the leadership of Deputy Chief Minister Tara Chand strongly opposed passing of the Bill. The Congress leadership was united to send the Bill to the Joint Select Committee. It is widely believed that Bill can be passed with some amendments but Congress members were adamant on sending this Bill to the Joint Select Committee. Speech of fire-brand Congress Minister Sham Lal Sharma on the floor of the Assembly was a clear indication that Congress had made it up its mind to oppose passing of the Bill in its present form.
Failure of the Government to pass the Bill has been considered as major victory for the Congress party in general and Deputy Chief Minister in particular.The Bill was moved by Minister of Finance Abdul Rahim Rather in place of Minister of law and Parliamentary affairs Mir SAIFULLAH for consideration and passage in legislative assembly. As soon as the Bill was introduced, the entire Congress legislators including ministers seem to be opposing it one way or other and Dy.Chief Minister was seen giving directions to legislators of his party as well as the MLAs of BJP, Panthers Party and Jammu State Morcha for opposition of this sensitive Bill. The Dy Chief Minister from his place in assembly was busy in calling each MLA and was directing them to oppose the passage of this bill. BJP MLA Ashok Khajuria warned to Amarnath land row type agitation if Bill was passed in its present form.
As per Sources and insiders, Dy.Chief Minister even told Minister of Finance to take back the bill which was opposed by Rahim Rather..... He also told privately to Dy Chief Minister that he has introduced this bill for consideration and passage and under no circumstances it will be taken back. There was different opinion among the coalition partners and that was too visible in assembly.
As per sources... there was pressure on jammu based legislators from outside not to allow to pass this bill at any cost which they succeeded..... This bill was for overall management and protection of temple shrines and other religious places of Kashmir valley.
