| Rs 1685.92 Cr schemes taken up, Rs 368.66 Cr incurred | | 4 yrs on, 67% water supply schemes still incomplete | | Arun Singh
Jammu, Mar 7: Defeating its main objective of ensuring drinking water security to every rural household by utilizing multiple sources of water, Public Health Engineering (PHE) Department could only complete 702 water supply schemes out of 2107 i.e. 67 % are still incomplete in last 4 years. The Comptroller and Auditor General (CAG) of India in its report for the year ended March 31, out of 2107 schemes including 971 schemes of Accelerated Rural Water Supply Programme (ARWSP) in hand during 2009-13, only 702 schemes (33%) had been completed during the period leaving 1405 schemes (67%) incomplete as of March 2013. CAG further informed that the incomplete schemes include 445 schemes taken up under ARWSP prior to launch of the National Rural Drinking Water Programme (NRDWP) programme in 2009 on which an expenditure of Rs 801.71 crore was incurred as of March 2013. Castigating PHE for its negligence CAG said that despite the fact that schemes taken up prior to April 2009 were incomplete, 1136 new schemes at the estimated cost Rs 1685.92 Crore were taken up for execution during the period 2009-13 and Rs 368.66 crore of expenditure was incurred. CAG said that the action of department to take up large number of new schemes without first ensuring completion of the left over schemes particularly the schemes under ARWSP was injudicious. |
