Commoners forced to stop for his cavalcade

JAMMU, Mar 7: A couple of days after the State Human Rights Commission ruled that stopping the general traffic for the VIP movement tantamount to human rights violation, traffic was stopped brazenly from all directions at several places for ensuring smooth passage to Chief Minister Omar Abdullah in Jammu today.
In between 2:00 pm to 2:30 pm Friday, the Chief Minister's cavalcade passed through Dogra Chowk area of Jammu city and the general traffic was stopped by the Traffic Police to allow clear road to the CM, completely oblivious of the fact that notices have been issued to the Divisional Commissioners of Kashmir, Jammu and IGP Traffic in response to a complaint filed by the Human Rights Activist Deepak Sharma.
The activist Deepak Sharma in the complaint had sought the indulgence of the commission petitioned that the general public is facing lot of hardship and sufferings due to the practice followed by the Traffic Police personnel to halt traffic for general public in order to ensure smooth movement to VIPs and their cavalcades.
"This act of Traffic Police costs lives at time in view of medical emergency when patients need immediate treatment in hospitals, as such right to life is infringed indirectly. The stoppage of traffic for general public to give smooth passage to VIPs also hits the right to liberty and right to freedom of movement of the general public", read the petition.
Studying the content of the complaint, the Commission order said that it cannot lose sight of the facts prevailing in the state on account of security scenario, but Traffic Department needs to adopt measures to minimize the inconvenience of the public in general due to stoppage of traffic to give safe passage to VIPs not entitled for the same.
Even, in reply to another RTI filed by Deepak Sharma, the Ministry of Home Affairs (MHA), Government of India has specified that only Prime Minister, President of the country and Vice President, visiting foreign dignitaries of the rank of Prime Minister and President of the country are entitled for the security cover for their smooth passage but in the state every Minister is a special dignitary.
