Need for upgrading security grid on LOC & IB in J&K

Notwithstanding the fact that the BSF is yet to establish that the latest twin strike carried out by three militants in Kathua district had sneaked into the Jammu area from across the IB. Infact senior BSF functionaries are not prepared to accept the police version that three militants, involved in the attack and later killed in the operation launched by the Army,had crossed into Jammu area on March 27 during night hours because the BSF soldiers had been put on high alert on the entire 197 km long IB after it had received a report from the RAW that militants planned to infiltrate into Kathua district. A day after the twin terror attacks in Kathua district, in which three people, including a soldier lost their life, RAW Commissioner Abhijit Haldar has visited Tarnah Nullah on the international border. Three heavily armed terrorists, staged attacks at Dayalachak and Janglote areas of the district the other day , are suspected to have sneaked into the Indian side on the preceding night of March 27 through this rivulet.The Tarnah Nullah flows into Pakistan and has remained a traditional route for infiltration in the past.
Soon after the attack the BSF came under severe criticism from senior political leaders,including Chief Minister,Omar Abdullah,who wanted the jawans to upgrade the border management so that they did not allow any terrorist to sneak into Jammu and Kashmir.The BSF, which holds the operational responsibility of the 197-km-long international border in the region, has been looking into every aspect to make sure that no infiltration takes place along the fence.However, the ease with which militants exploited the gaps in the fence was a matter of grave concern.The BSF on its part has maintained that there are no tell-tale signs or breach of fence have been found to establish that terrorists had crossed the border via the Tarnah Nullah.There has been no firing, breach of fence or infiltration bid from the Tarnah but still the BSF jawans are looking into everything. To be doubly sure the BSF authorities are checking the video recordings of the night vision cameras. The BSF men are deployed 24x7 on either banks of the Tarnah and in the middle of it there is a mound, which again is manned 24x7. There is also early warning and lighting system in place.
Well it is not the time to argue over the issue whether the three militants had sneaked into Kathua district the other day or were already in Jammu area where they had been planning to carry out a major strike.The BSF authorities have to carry out a fresh survey in the entire areas with the help of the police and some senior citizens belong to the border areas.
Once the BSF authorities secured assistance from those people and policemen who are knowledgeable about the border belt,about its rivulets and about some unconventional routes which may be followed by the infiltrators they would be able to revise their border management policy.Those who have some knowledge about the tactics being adopted by infiltrators,whether from across the IB or from across the LOC,say that these militants receive logistic support from the Pakistan Rangers,deployed on the IB,and by the Army,guarding the LOC on the other side,in crossing into Jammu and Kashmir.
Invariably these infiltrators are trained to crawl on long distances and that helps them to give a slip to the Indian security forces. Snapping the border fence has been an old game followed by infiltrators for which they have been provided with scissors having plastic handles and other gadgets that have the capacity of snapping live wires.In the context of these developments the authorities need to okay a new strategy under which additional companies of BSF and troops were deployed on the IB and the LOC respectively. Additional deployment of security forces may help the BSF and the Army to plug all the loopholes on the border. It was a question of raising a human wall on the border till the Lok Sabha elections were completed in the state because determined bids were being made to push groups of militants into Jammu and Kashmir for escalating the level of violence which could wreck Lok Sabha poll process.
