| Govt awakes, favours paltry assistance to complete Emergency Block, SDH Mendhar | | | MS Nazki
MENDHAR, Apr 28: Call it Government apathy or the nonchalance from the concerned agencies that the much awaited completion of the Emergency Block of sub district Hospital Mendhar is hanging fire.
The works for the completion of the project got stalled in November 2013, due to nonpayment of the funds by the Government which brought to standstill the entire process.
However, the works got initiated couple of days back as release of some money by the Government has set the process rolling , but with a heavy liability still pending as the arrears of the earlier works completed on SDH Mendhar have not been paid.
The project which is assigned to Vishal construction Company Ltd, Surankote got struck midway as the contractors on the job had completed the works to maximum level, but with a astronomical liability of Rs 38 lakhs pending on the Government for the release of the money from the allotment of Rs 1.18 crore.
The contractor on job, Hamid Mahir while talking to Early Times said that since the construction company was utilizing money to complete the emergency Block of SDH, it spent Rs 55 lakh crore in the process on the project, which was earmarked for completion on the actual cost of Rs 4.5 crore .
"While the money was not released, the construction company had to put a halt to the development and the work came to standstill in November 2013, in the want of release of the funds from the Government," said Hamid Mahir .
The Government, however, taking a belated initiative has released a further amount of Rs 25 lakh only to pursue the completion of the block, which as per the sources would again fall short in completion of the project as from the total liability of Rs 1.5 crore, only 80 lakhs have been released since then which may not cater to the interest of the construction company to further the development of SDH Mendhar.
The PWD and R&B sub division that is the nodal agency to release th money is being alleged to be releasing the same in the peanuts which is hampering the smooth work of construction of the SDH Mendhar which is a pre-requisite for the people of Mendhar.
As per the data available, Mendhar caters to nearly 1.58 lakh population purely dependent on the Sub District Hospital Mendhar and the non completion of its Emergency Block as well as its allied necessities like non-availability of doctors is putting the people to greater hardships.
Also, though there are oldage ambulances available in the hospital, but the lack of a fully equipped Critical Ambulance in the district is also a bane for the critical patients of the area, left generally on the mercy of God.
Also the tehsil being in close vicinity of LoC , many cases of injuries to the jawans and local populace on the event of frequent shelling from the Pakistan side is adding to the woes as all have to be shifted to Jammu in the want of critical care.
The blood bank of the hospital is also defunct that fails to cater to even the minuscule requirement in case of emergency.
However, with the release of the money and works restarted on the project, people are feeling relieved that Government would pay attention to this essential need and do it favorably.
The irony of the administration in Mendhar is that MLAs, MLCs and even Ministers belong from this area that never pay any attention to this public problem. |
