| Denial of medical treatment to minor rape victim | | SDM Nowshera initiates inquiry | | Early Times Report
Rajouri,June 4: Sub Divisional Magistrate (SDM), Nowshera Deepati Uppal after representation by the prominent citizens of the area has initiated a magisterial inquiry into the denial of urgent medical treatment to a 12 years old rape victim in the evening on May 31 when she was brought to the hospital by the parents. The innocent rape victim, a resident of Noushera tehsil was brought to the sub district hospital bleeding but was referred to district hospital at Rajouri by the doctors despite the availability of Gynecologist. At Rajouri district hospital where three B Grade Gynecologists including Dr Kapai, Dr Neeru and Dr Sangeeta were posted , the victim without any treatment was referred to SGMS hospital reportedly by Dr Kapai after initial treatment on June 1. At SGMS also, the victim, who required immediate medical help as she was bleeding profusely was denied treatment and the poor and helpless parents were asked to take the girl to government hospital at Sarwal (Rehari). At Sarwal the victim was admitted under MRD No 1370 on June 2 and was treated by the doctors. The fateful incident was brought in the notice of Director Health Services (DGS) by the Medical Superintendent of Sarwal hospital. Dr BS Pathania DHS without wasting any time and taking serious note of the incident directed Dr Rajiv Sharma, CMO Rajouri to initiate inquiry into the irresponsible referrals by the doctors both at SDH Noshehra and DH Rajouri. Hemant Kumar Sharma, Deputy Commission Rajouri also took serious note of the incident and directed the CMO for an investigation into the matter. Vide his office letter No 1525-27 dt 3/6/14 Dr Rajiv Sharma , CMO Rajouri has directed the BMO Nowshera and Medical superintendent district hospital Rajouri to investigate the reasons/circumstances that lead the referral of 12 years old rape victim to Rajouri and then to SMGS hospital at Jammu. "Director Health Services taking serious note of the matter has said that strict action under law will be taken against those found guilty of dereliction of their duties" said CMO. Meanwhile after representation by prominent citizens of Nowshera SDM has initiated magisterial inquiry which will be conducted by Mohd Nawaz, Tehsildar Nowshera and will be assisted by Dr Govind , BMO and Gynecologist from Sunderbani hospital Dr Sunil Raina. "The inquiry committee has been directed to submit their investigation report within three days. The team is on job from today" said Deepati Uppal, SDM. |
