| DB directs Div Com to constitute Apex Committee for setting-up SWMP | | PIL seeking pollution free environment | | Jammu, June 4: In a Public Interest Litigation filed by Advocate Sanjeet Kumar seeking pollution free environment in J&K State, A Division Bench (DB) of State High Court comprising Justice Virender Singh and Justice DS Thakur directed Divisional Commissioner Jammu to constitute a Apex Committee for the purpose of setting-up Solid Waste Management Project (SWMP). Division Bench has taken cognizance of an application moved by one SK Srivastva of Chandigarh, that he always noticed that all along the track from Katra Bus Stand to Bhawan, trash in form of waste food and other pollutants dumped on the mountain slopes. Court observed though Mata Vaishno Devi Shrine Board has filed their response in which they submitted that steps/drives taken by Shrine Board for focusing on cleanliness along the track including setting up of mule dung Bio-gas plant in 2012 while they have also set-up vermicompost units of 18 ton capacity for utilizing the mule dung collected from the track for converting into organic fertilizer whereas regarding setting-up of plant for treatment of Municipal Solid Waste, Shrine Board has placed on record a communication addressed to Administrator Municipal Committee Katra so that a suitable location for disposal of Municipal Solid Waste is identified by Municipal Committee Katra in the month of July 2013. It added till date the matter has not been taken up by the concerned authorities for identifying the land. Upon this Sr Adv DC Raina suggested the Court that an Apex Committee may be constituted under the Chairmanship of Divisional Commissioner Jammu so that he takes up the issue with regard to all the Districts of Jammu Province by calling the concerned officials so that suitable land is indentified in every District for the purposes of setting up solid waste Management Project. He submitted that taking the case of each District individually would consume lot of time of the Court. Appreciating the suggestions put forth, Division Bench impleaded Divisional Commissioner Jammu has party respondent and AAG Seema Shekhar accepts notice on behalf of Divisional Commissioner Jammu. Division Bench also directed Divisional Commissioner Jammu to constitute an Apex Committee to be chaired by him only and he will also join Regional Director PCB Jammu, Deputy Commissioner, Executive Officer, Municipal Council of each District as members of the said Committee. Division Bench further directed that Deputy commissioners of each District furnish detailed report with regard to action taken by him or indentifying the land for the purpose of setting-up Solid Waste Management Project. DB also said once land is identified Divisional Commissioner would ensure that all the require formalities are completed at the earliest so that vermicompost plants for treatment of Municipal Solid Waste is set-up in the town without any waste of time.
