| HC directs to consider petitioner for post of Assistant Professor in GMC | | | Jammu, June 5: In a petition filed by Dr. Arvind Kohli who was working as Lecturer in Cardio Vascular and Thoracic Surgery (CTVS) seeking promotion as Assistant Professor in the Department of CTVS, Justice Tashi Rabstan of J&K High Court Jammu Wing after hearing Adv Ajay Abrol appearing for the petitioner disposed of the petition with a direction to the respondents to consider the claim of the petitioner to the post of Assistant Professor as per the averments made in the writ petition and having regard to his alleged experience gained on adhoc basis while working as Lecturer in CTVS since 2002, but of course in terms of the rules occupying the field. In the petition, petitioner submitted that petitioner is that he is working as Lecturer in Cardio Vascular and Thoracic Surgery (CTVS). He came to be appointed as Lecturer in Super Specialty in Govt. Medical College, Jammu vide Government Order No.15-HME of 2013 dated 09.01.2013 on the recommendations made by the J&K Public Service Commission. The petitioner after doing Post Graduation in Surgery was selected in a premier Institute of the country, GIPMER, Pondicherry for undergoing MCH in CTVS which he completed with a distinction and is a Gold Medalist of the said Institute in MCH CTVS. The petitioner after attaining the specialized qualification came to be appointed as Lecturer in Surgery in Govt. Medical College, Jammu on adhoc basis vide Order dated 12.02.2002. Since 2002, the petitioner has been working as Lecturer in the same discipline and has gained sufficient experience in CTVS, due to which he is entitled for promotion as Assistant Professor in the Department of CTVS. The precise grievance of the petitioner is that despite acquiring and having his expertised-experience in CTVS, the respondents are not taking this into account while considering him for promotion to the post of Assistant Professor in the Department of CTVS, thus, instant petition on the grounds taken in it with a prayer to accord consideration to his case for promotion as Assistant Professor by taking into account his expertised-experience which he has gained on adhoc basis while working as Lecturer in CTVS since 2002. Justice Tashi Rabstan further directed that consideration order be passed within a period of one month from the date a certified copy of this order along with complete set of writ petition is made available to the respondents by the petitioner.
