From the time Narendra Modi has been installed as Prime Minister of India New Delhi has remained consistent on laying one and only one pre-condition for the resumption of talks with Islamabad.And the condition is that talks and terror cannot coexist.The way the Modi led Government is conveying to Pakistan that Islamabad should first of all stop using the soil of Pakistan for exporting terror to India and then New Delhi will be too willing to resume the process of dialogue with its immediate neighbor.Yes,Pakistan has launched ground and aerial anti-insurgency operations in areas on the Pak-Afghan border,including Waziristan in which more than 100 terrorists have been eliminated during the last over one month.This is not sufficient because those guntoting youth who roam freely in Pakistan and occupied Kashmir and who are given arms training in camps run by the Pak Army and the ISI have only one mission of crossing into Jammu and Kashmir for triggering violence.And these very militants have another mission of sneaking into some Indian states for recruiting local boys for carrying out various types of subversive activities.The basic idea behind all this plan is to derail peace in India which could increase political,economic and other problems.In fact during the last 25 years or so India has been favouring talks with Pakistan for the resolution of some bilateral issues.But everytime whenever the two sides get engaged in the process of dialogue Islamabad's inflexibility in the shape of its insistence on settling the Kashmir issue has invariably led to either suspension of talks or failure in the process of dialogue. And as per the new policy adopted by the BJP led NDA Government in New Delhi Minister of State (MoS) for Defence, Rao Inderjit Singh, has said Kashmir situation was under control and talks with Pakistan will progress if the country doesn't allow its soil to be used for anti-India activities."Talks with Pakistan for resolving bilateral issues can progress if Islamabad fulfills its commitment of not allowing its territory to be used against India by the militants," Rao Inderjit Singh has stated in Srinagar. He said the basic issue with Pakistan is that it should not allow its territory to be used for militant activities against India. "If they can make sure of this, then the atmosphere becomes conducive for talks".Singh said talks cannot be held when guns keep on roaring. "We are hopeful that the peaceful environment continues and the issues are resolved".Referring to Jammu and Kashmir, the minister said situation in Kashmir was not only under control but had improved over the years."I think it is only because of the efforts of the Armed forces that they have not allowed the situation to go out of hand," he said This way the Modi led Government has placed the ball in the court of Islamabad.Yes,the Nawaz Sharif led Government has an uphill task as far as his success in tackling the menace of terror is concerned.Had he been enjoying full liberty he would have definitely initiated measures which would have made it impossible for terrorists of various hues for sneaking into Jammu and Kashmir.What has been a major problem with civilian and elected Governments in Pakistan is the way the Army and the ISI represent another pillar of the Government.It has been seen that whenever the civilian and duly elected regimes have entered into any confrontation with the Army and the ISI the result has been a coup against the Government thereby allowing the Army to takeover the reins of the Government.The PPP led Government would have initiated positive measures for curbing terror but the way the Army adopted a lenient view of the activities and plans of terrorists Asif Ali Zardari proved a failure in stopping the soil of Pakistan being used for exporting terror to India.Now that talks between Islamabad and Tehreek-e-Taliban Pakistan (TTP) have failed the Army too has supported Nawaz Sharif's plan of destroying the camps and hideouts of terrorists.If Pakistan takes in hand determined measures for preventing militants from crossing into Jammu and Kashmir or any other Indian state New Delhi would be willing to settle some bilateral problems.And once the process of dialogue begins Islamabad could expect support from New Delhi for tackling the menace of terror in Pakistan. |
