| Poor governance could affect NC, Congress fortune | | | Ministers belonging to the National Conference and the Congress do not seem to have become wiser from the recent defeat the two alliance partners suffered in the Lok Sabha elections. Whatever reasons leaders of these two parts ies attribute to the drubbing of their candidates in the Lok Sabha election, one thing is certain that people nursed anger against the Congress in the regions of Jammu and Ladakh and against the NC in the Kashmir valley. The reason for this anger was simply poor governance or what is usually called misgovernance. One had expected that after the miserable showing by the two parties in the Lok Sabha election the ministers belonging to the NC and the Congress have failed to initiate measures for promoting good governance, a governance in which peoples' problems were looked into and mitigated. This can be done when the ministers remain present in their chambers in the Civil Secretariat so that people from different areas could meet them and seek immediate solution to their problems and difficulties. In case the ministers remain absent it would further add to the anger of people who spend their time and resources on visiting the Civil Secretariat in Srinagar or the summer camp in the civil secretariat in Jammu. It has not happened. It is not happening. Most of the ministers have been found absent from their chambers in the Civil Secretariat in Srinagar. Many among them have been reported to be camping their constituencies where they keep on making efforts fooling voters by trying to listen to their problems. Yes, this too could promote good governance if the ministers pay keen interest in resolving various problems and difficulties of people. Well, in various cases ministers are not in a position to take decisions on the spot. For doing so they need to consult senior bureaucrats. Either the ministers should ask senior bureaucrats to accompany them whenever they are on tours to various constituencies or these ministers need to spend time in the Civil Secretariat on settling various cases that keep on pending. What has peeved people is the way their problems have not been resolved during the last about six months. First ministers were unable to take any decision on the pretext of Model Code of Conduct being in force during the Lok Sabha poll process and after the poll ended ministers spend more time in their Assembly constituencies than in the Civil Secretariat. Well one need not question ministers spending time with people in their constituencies but there is one major problem. If each minister takes firm initiative on developing their constituencies what about those Assembly segments from where there is no elected representative in the Council of Ministers headed by Omar Abdullah? And what about those constituencies where people have elected candidates not belonging to the NC and the Congress? This way besides regional disparities it would breed sub-regional inequalities. If Ministers do not take interest in the development of all constituencies when those Assembly segments which have voted in favour of Ministerial candidates may show rapid progress in basic infrastructure and those represented by the opposition MLAs or by non-ministerial candidates may continue to be backward areas. As Chief Minister Omar Abdullah is supposed to guard against such disparities. As head of the Government he has to ensure that Ministers spend more time in the Civil Secretariat on settling cases and on clearing files pending in their offices. Infact if Omar wants the NC to win majority of seats or emerge as the single largest party in the Assembly poll he has to take in hand measures which could improve governance. Good governance is a mantra for victory in the elections, whether Assembly or the Lok Sabha. And Omar needs to remember that if the Congress suffered a setback in the recent Lok Sabha at the national level election it was the result of poor or misgovernance by the Congress led UPA Government. |
