| On MLA's motion, DDC Kathua appears before Privilege Committee | | Reported for huge spending without DDB approval | | Sumit Sharma JAMMU, July 4: District Development Commissioner (DDC), Kathua Jatinder Kumar Singh appeared before Privilege Committee of the State Legislative Assembly following a privilege motion moved against him by MLA Kathua, Charanjeet Singh on various grounds. The demand of the move of privilege motion against the DDC was raised by the MLA during the last Budget Session in winter Capital of the state. Abdul Gani Malik, Chairman of the Privilege Committee, when contacted said that the DDC appeared before the committee after a letter was shot to him to clear his position. He said that next date of hearing has been fixed on Tuesday next. In the petition, MLA Charanjeet Singh said that DC Kathua has openly defied the institution of MLA by encroaching his right to identify and recommend the developmental works in his constituency especially regarding construction of buildings of Sheep/Veterinary centers. The MLA maintained that the DDC mislead all the members of the District Development Board by showing zero allocation under NFB sector in the Draft Proposed Action Plan, 2013-14 issued by him against the allocation of Rs. 45.00 lacs made by the Planning Department under the said sector. The DDC incurred expenditure under the NFB sector of District Plan without the approval of District Development Board Kathua and by doing so, he exercised the powers of the District Development Board for approval of the said works under NFB sector for which he was not competent. The MLA in his petition further said that a huge amount of money to the tune of Rs. 22.787 lacs has been spent in his own office room and his residence and the repairs of the quarters of officers of his own department and in his allocation order he has not disclosed the identity of his residence as well as of his office room to further mislead people. Giving break of the funds allegedly misused by the DDC, he said that Rs. 3.407 lacs had been spent on his one office room, Rs. 4.28 lacs on his residence, Rs. 9.86 lacs on his office, Rs. 5.24 lacs for the quarter of AC(R), Rs. 5.24 lacs for Naib Tehsildar (Election) and SDM, besides Rs 2.10 lac for quarter of SSP Kathua. He pointed that there is no reference of the locations of works executed at his residence and his office room and this act of omitting the location of the said works is itself a major misappropriation. Even a single penny has not been released for repair of those quarters for which request was made by MLA for release of funds on the basis of estimates submitted by XEN, PWD(R&B) Kathua especially for the work regarding construction work of Meeting Hall in quarter No.7-C approved by Chief Minister himself. "Despite of number of reminders and D.O letters by me even, a single penny has not been released for the repair/renovation of KV School building where the children of all the parts of the constituency are studying and public is persistently demanding the repair of the said building", MLA specifically mentioned in his petition. He said some other works for which the additional liability has been created by making further addition and alteration in his office have not been shown in the reply to cut motion as their liabilities would be cleared after the release of the balance amount of rS 22.50 lacs which is still to be released by the planning Department. |
