Delayed pension, hallmark of Social Welfare Department

KUPWARA, Oct 9 : As the name suggests itself that department is being made for the welfare of society, but the tall claims of the department seems to fall flat as majority of pensioners are facing inordinate delay in getting monthly pensions in Kupwara district of north Kashmir.
According to sources that department of social welfare is bound to disburse the funds under various schemes by the 5th of every month, a majority of the pensioners are facing inordinate delay in getting pensions.
Even as the state government has announced a number of programs for the upliftment of the marginalized and neglected people of society, the concerned authorities have failed to properly implement the existing welfare schemes in the district, sources said.
Sonaullha Bhat 82, of Khumriyal Kupwara who says that there are various schemes under which people were benefitted from time to time, but we fail to understand that why there is a delay in the disbursement of funds in time as there are schemes like Integrated Social Security Schemes (ISSS) and National Old Age Pension (NOAPS) schemes.
These schemes covers we people like aged, handicapped, widows and other poor sections of the society who have been brought under the scheme, Bhat said. NOAPS pensioner Raja Begum 64 of Chayil Drugmulla told early times that under these scheme a meager amount of Rs 175- 200 per month is being given to widows, destitute, divorces and old people, while Rs 400 is being paid to physically challenged persons and Rs 800 to Rehabilitation of Militancy Victims (RMV).
Ghulam Mohidin Sheikh 67, alleges that, I submitted my application form under NOAPS in the district social welfare office Kupwara in 2012 for which I visited the office almost hundred times, as the concerned officials are paying deaf ears towards me. A senior official wishing not to be named said that the failure of the higher authorities in the Social Welfare Department to dispose off the pending applications seeking pension under the ISSS substantiates allegations about the poor implementation of the welfare schemes. The district has covered 1,39,209 beneficiaries under various scheme like NFCH, RMV, ISSS, NOAPS, so far, but a majority of them are also facing hardships in getting pension. Earlier, the amount was paid by payees cheque accounts which were sent through post, but after allegations of bungling in the disbursement of pension, the government then decided to make payments through banks he said.
