Peace on borders pre-requisite for any dialogue: Omar
'State Govt to send proposal to Centre for allotting plots to border people in safe zones'

KATHUA, Oct 9: Maintaining that restoration of peace on borders was pre-requisite for any talks between two countries, the Chief Minister Omar Abdullah today announced the State government would send a comprehensive proposal to the Centre for allotting plots to border residents at safer places.
"The state doesn't have required resources (to have plots for settlement of border residents in safe zones). We are sending a comprehensive proposal to the Central government for allotting plots to border residents at safer places so that they are migrated to such areas following border tension," Omar told reporters in a relief camp at a school in Hiranagar town.
Chief Minister, who flew to Jammu from Srinagar to meet the shelling affected families in the camps and take stock of the facilities being provided to them, described the shelling on International Border as "unprecedented" saying the deteriorating situation was adding to the miseries of border residents."
We cannot change our neigbours. Guns should fall silent for future dialogue between India and Pakistan. Unfortunately, the neighbouring country has been targeting the civilian areas forcing the people to run for safety. We cannot sit quiet to unabated shelling from other side of the border," Chief Minister said.
He also described the ceasefire violations on international border as "unprecedented" and said, they used to witness maximum shelling and firing along the Line of Control (LoC) but the Pakistan has now resorted to recurrent ceasefire violations on International Border.Earlier, Chief Minister held meetings with divisional and district officers at Jammu, Samba and Hiranagar areas to receive the brief on the situation following unabated shelling from across the borders in various sectors in Jammu division.He also asked the divisional officers to identify more places of temporary shelters for the population migrating from border areas for safety.
Chief Minister also ascertained the status of delivery of services by the state government to the affected families for providing free food, shelter, drinking water, medical facilities, bedding and other related facilities at the relief camps.
He interacted with the inmates of the camps and asked them about the quality and nature of services being provided to them
.Omar while expressing solidarity with them at this hour of crisis expressed deep grief for loss of innocent human lives in the shelling from across the border.
He said that state government would do all whatever was possible to safeguard the lives of the people as also their cattle head.
He said instructions have already been given to the divisional authorities to take all measures for providing necessary succour to the affected people.
He said he has also given directions for establishing temporary camps for cattle as also arranging fodder and medical facilities for them.
He said camps for cattle should be also provided with all necessary requirements and asked the officers to come to the expectations of the people and render stupendous service to provide relief and assistance to the affected people.
