Nepotism, laid back attitude of SMC leads to non-implementation of Town Planning Act in Srinagar | | | Majid Nabi

srinagar, Jan 11: Nepotism and corruption in Srinagar Municipal Corporation (SMC) has virtually hampered the implementation of much needed Town Planning Act (TPA), which otherwise has been executed in most of the states in India but yet to see the light of the day in smudged Srinagar city. TPA is comprised of four specialization areas including City Design and Development; Environmental Policy and Planning; Housing, Community and Economic Development; and the International Development Group. There are also three cross-cutting areas of study: Transportation Planning and Policy, Urban Information Systems (UIS) and Regional Planning. However the Act which is indispensable to be adopted in summer capital for the reasons better known to the authorities concerned is yet to be introduced in congested Srinagar city. The SMC authorities have miserably failed to remove road and footpath encroachments causing huge inconvenience to the commuters. Not only illegal encroachments on vital road links hundreds of illegal structures have come up during these years in absence of any stringent law in Srinagar. Roads and bridle paths which otherwise are meant for pedestrians use have been encroached upon by street vendors in brazen violation of law. Vendors have set up temporary shops occupying footpaths and large portions of roads, creating a traffic mess all over the city and despite acknowledging the fact; authorities have miserably failed to wake up against the mounting menace. One can also see lots of vendors on either side of the roads sell textile items, cosmetic collections, vegetables and fruits. The roads remain occupied and pedestrians are compelled to walk in the middle of the road. Since the nepotism and corruption has paralyzed the civic body, the officials sitting at the helm of affairs allows illegal encroachers to carry on their business against hefty sums. There are as many as 20,000 street vendors in the summer capital who are running their makeshift stalls without registration and not in accordance with legal procedure. Despite facing extensive ignominy over delay in renovating the dilapidated walkways in most parts of the city SMC never bothered to stand up to the expectations of the people. Lal Chowk once a business hub nowadays is full of dust and mud with piles of waste lie all over is depicting a grimy picture of authorities concerned with regards to its cleaning. From Dalgate to Batmaloo, roads in the wake of recent floods have gathered dust while as waste material emanating pungent smell has become a cause of irritation to the passerby. Putting the Municipal authorities in dock yet again, footpaths From Polo-view to Batmaloo have developed potholes which have now became even awful for general public to walk on while as the situation gets bad to worse during rainy season when these deep holes are filled with water. |
