Govt formation in J&K may be revived after Delhi poll | | | It was a case of so close and so far away from sharing power between the BJP and the PDP.The result of the efforts of the two had not fructified when both the BJP and the PDP experienced some reservations for forging an alliance for Government formation in Jammu and Kashmir or about 17 days the PDP,which had emerged as the single largest party with 28 seats,and the BJP,which was a runner up with 25 seats in the Assembly, tried to forge an alliance for the formation of the Government in Jammu and Kashmir after the recent election had thrown up a hung House but it was a case of so close and so far away from power sharing. Soon after the election results were out Governor, N.N.Vohra, had written separate letters to the PDP and the BJP in which he had invited them to form the Government by January 1.Though the PDP and BJP leaders met him separately the two sought more time from the Governor for giving final shape to the alliance. The two sides were trying to explore the possibility of finalizing the power sharing deal but the final setback to this exercise came when Omar Abdullah met the Governor and expressed his wish to step down as head of the caretaker Government.This had left no alternative for the Governor but to recommend to President of India that the state be placed under the Governor's rule. After receiving concurrence from President of India under section 92 (5) of the constitution of Jammu and Kashmir N.N.Vohra issued a proclamation under section 92 (1) of the state's constitution on Friday abd placed Jammu and Kashmir state under the Governor's rule.Vohra had sent a detailed report to President of India about the Government formation soon after Omar Abdullah had requested him to relieve of the post of caretaker chief Minister.The PDP leadership has blamed Omar Abdullah for having hastened the process of imposition of Governor's rule on Jammu and Kashmir when he insisted to the Governor to relieve him as head of the caretaker Government. It was for the sixth time the state was placed under the Governor's rule since 1977.In 1977 Governor's rule was imposed after the Congress withdrew its support to Sheikh Abdullah who had headed the Government after the Sheikh-Indira accord that had enabled him to regain power after a gap of 22 years.The state was again placed under the Governor's rule when G.M.Shah,son-in-law of Sheikh Abdullah,had toppled the Government led by Farooq Abdullah through defections.At that time the Governor's rule remained in force between March 6 and November 7,1986.The state had to remain under a long spell of centyral rule between January 1990 and October 9,1996 when Farooq Abdullah had resigned following his resentment over the appointment of Jagmohan as Governor of Jammu and Kashmir at a time when the Pakistan sponsored proxy war had arised its head in the state resulting in large scale killing of civilians forcing over 3.50 lakh Kashmir Pandits to flee from the valley. Between October 18 and November 2,2002 the state remained under a brief spell of Governor's rule when it took time for the PDP and the Congress to forge an alliance for forming the Government when the election had thrown up a hung Assembly. Then between July 2008 and January 5,2009 Governor's rule was again imposed after the PDP withdrew support to the Government headed by Ghulam Nabi Azad in protest against diversion of land to the Amarnath shrine Board for setting up facilities for the pilgrims at Baltal. Soon after the election results were out the alliance between the PDP and the BJP was seemed to be the most plausible arrangement because of two reasons.First,the the two together could form a stable Government as their strength in the Assembly would touch 53.And If the BJP expected support from two Peoples' Conference MLAs and the PDP was sure to get the support from some independents the total strength of the ruling alliance could have gone to 57 against the requirement of 44 in an 87-member House. Secondly,the PDP and BJP alliance could have resulted in regional balance.Senior PDP leader,Muzaffar Hussain Baig,said that since the valley had given its mandate to the PDP and the region of Jammu had supported the BJP the PDP could not form a Government in alliance with any other party that has no or poor representation from the region of Jammu.Senior Congress leader,Ghulam Nabi Azad had floated grand alliance idea.His idea was to forge an alliance among the PDP,the Congress,the National Conference and other independents,including the lone CPI(M) member.As a Congress leader he had tried to sidelienthe BJP.But a section in the Congress headed by the PCC Chief, Saif-ud-Din Soz,had opposed the idea of grand alliance. Well Soz's opposition would have not mattered.But the grand alliance idea was rejected by the PDP on the plea that without involvement of the BJP one cannot establish a Government which has representation from the Jammu region. At one stage the Congress had offered to support the PDP in the Government formation but the idea fell through because the PDP was not interested in joining hands with the Congress because in that case the two could have mustered the support of only 40 MLAs,which is short by four legislators.Now that the Assembly has placed under animated suspension it indicates that the Government formation exercise will be resumed after the Delhi Assembly poll process was over.It was the BJP's eagerness to win the Assembly poll in Delhi that had forced the BJP to develop cold fceet towards forging an alliance with the PDP for Government formation.It is so because in areas outside the valley PDP's thrust on self-rule in Jammu and Kashmir,open borders for promoting people to people contact and resumption of t alks with Kashmiri separatists and Pakistan are no longer music to the ears of people in the plains. |
