RDD under scanner as complaints about fund irregularities galore

srinagar, Mar 6: The schemes of Rural Development Department have come under scanner in the backdrop of numerous complaints about "misappropriation" of funds meant for development of rural areas.
Official sources said that government has received complaints about the fund embezzlement in Rural Development Department as undeserving people had been benefited by various schemes while the deserving ones were left out.
Sources said the department has 3rd highest number of complaints received by the State Vigilance Commission (SVC) with around 1000 complaints/ enquires pending in the various wings of the department.
Sources said it has been found that there had been no check on the implementation of various schemes meant for the development of rural areas.
"A huge discrepancy has been found in execution of works and spending of money over various developmental works," a senior official of Rural Development Department said.
The official said that government in 2015 had decided that Gram Sabha of respectable people of a village will identify the developmental works and these works will be implemented under their surveillance so that there is no chance of embezzlement of funds in the future. "Nothing such has been done so far," he said.
A monitoring body was also decided to set up at the Civil Secretariat under whose supervision these schemes will be executed. "That too has been confined to papers only," the official said.
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) from which the State has been least benefited, sources said that the benefit of the scheme had not reached to the actual beneficiaries due to lack of checks.
"The fake job cards have been issued to politically influential families over the years. The Central government has directed several times for re-verification of job cards after complaints about the fake job scam and non-card holds were engaged in the works," sources said.
Now on the directions of the union government, government has initiated a process for appointment of ombudsman for each district of the state. The ombudsman has to look into allegations of misappropriation in the centrally sponsored scheme and to ensure timely utilization of funds.
Sources said complaints about the fund embezzlements were also in Indira Awas Yogana, Swachh-Bharat-Abhiyan, the schemes which are also meant for up-liftment of rural areas.
