Early Times Report
KUPWARA, Mar 25: Construction work on NTPHC Gugloosa in this north Kashmir district was undertaken in a hurry as a result of which cracks have appeared in its plinth.
According to sources, the execution work of New Type Public Health Center (NTPHC) was started without any proper homework. "The area is said to be landslide prone, hence there is possibility of heavy damage to the building in future," sources told Early Times.
Approximately Rs 10 lakh is being spent on plinth work, while as the total estimated cost of the NTPHC is about Rs 187.50 lakh. Before construction, the concerned authorities of Health department were informed by the local residents of the area about the landslide issue, but they didn't listen to anybody.
The residents of the area said they are living in the vicinity of the building site since many decades. The area of construction is a sloping land, and there are chances of landslides. "The contractors and officials of the concerned department should be held responsible for the cracks that have developed in the plinth," they said. Locals alleged that the officials are hand in glove with contractors and it seems that both the parties are committed to their commissions, otherwise the site should have been checked earlier by doing a soil testing of the land.
