Delay causes escalation of Rs 93 Cr

Jammu, Mar 25: In order to modernize the judicial infrastructure in the State, the construction of six District Court Complexes wad taken up during 2006-11 and which were to be completed within specified time period but the work on four projects is still incomplete which resulted in cost escalation to Rs 93 Crore.
Sources told Early Times that the poor planning and conceptualization of projects by the concerned department led to delay in completion of projects. The six works of construction of District Court Complexes were taken up under Development Infrastructure Facilities for Judiciary which is Centrally Sponsored Scheme during 2006 and 2011 and work has to be completed within a period of two to three years.
"Out of six, the four works were valued at Rs 69 crore are incomplete. Delay in completion of the works led to escalation of costs of Rs 93 crore in three works from Rs 58 Crore to 152 crore and the delay in execution was due to delays in accord of Administrative Approvals and in identification and acquisition of land as well as in changes in scope that were indicative of poor planning and conceptualization of projects," they informed.
They further said that the construction work of District Court Complex Udhampur, which was started in 2010 at the estimated cost of Rs 2.50 Cr which was revised to Rs 14 Cr and work has to be completed in 2012 but despite expenditure of Rs 9 Cr till 2016, the work is in progress and the delay in completion has been attributed to accord of Administrative Approval to the project, faulty project report, increase in plinth area and slow execution of works led to delay in completion of the work by four years.
"In case of construction of District Court complex Doda, which was started in 2008 at the estimated cost of Rs 2 Cr and later revised to Rs 17 Cr revised and till date Rs 3 Cr was incurred but despite delay of eight years, the work is in progress. The delay was attributed to delay in identification and acquisition of land and increase in plinth area," they said further adding that construction of District Court Complex Srinagar started in 2007 at estimated cost of Rs 54 Cr and revised to Rs 120 Cr and expenditure incurred till 2016 was Rs 98 Cr. The insufficient funds, non-conducting of detailed soil investigation, increase in built up area, change in design of the electrical system resulted in delay in completion of Phase-I by eight years and cost overrun of Rs 44 crore. They said that the construction of District Court Complex, Pulwama was stated at estimated cost Rs 10 Cr in 2011, and expenditure was incurred till 2016 was Rs 9 Cr. However, due to delay in identification and acquisition of land by 3 years, the Administrative Approval was accorded in 2013.
