Lucky to have the best IAS / IPS Officers

Our state is lucky enough to have the best talented officers from the IAS and IPS cadres. They are full of dynamism and sharp aptitudes. At the same time, we are obliged much by the Union Public Service Commission New Delhi and Ministry of Personnel Affairs which allot the Jammu and Kashmir State to the successful candidates who got the higher merit in the Civil Services Examination - (IAS, IFS and IPS) conducted every year by the Union Public Service Commission. During the entire period of their lives prior to their retirements/ superannuation, they are under an obligation to serve in the J&K State except for some short span they go on deputation to go outside the state to the Centre with the consent of the State and Central governments. Having appointed and after joining in the state of Jammu and Kashmir, they start contributing to the state in an excellent way. With the passage of some time, they feel tired after seeing the functioning of the state under the bad system of political governance in the state over which the present Governor of the state, many a times raised many queries and sought for the certain clarifications over the malfunctioning of the administration in the state over which the State Government won't react soon but on the contrary it keeps mum always.
Feeling helpless they start manipulating the things in their own way and go on making their relationships and links in the North and South Blocks of the Central Government for getting rid of this state. Pertinent to mention here that It is a hard fact of life that there exists the best talent also in our state as the youth of the J&K are very intelligent and sharp in their aptitudes. It has been seen in the past they made the dent in the country's competition examination history in which one of them Shah Faisal scaled the top rank 1 in IAS in the civil services examination. In the past also, meritorious sons of the soil Anil Goswamy, Sushma Choudhary, S.S Blowria, B.R Sharma, Parmod Kumar Jain, R.K Jerath and many others have made the dent on this score in the past. I too remained a part of the administration in the past and contributed a lot now am passing the life as a pensioner. I take the liberty in saying that I am a well wisher of the various authors who write with full conviction and authority on different subjects which include Administration, Economy, Planning, Development, Health, Financial Aspects. Research, Defense, Foreign Affairs etc. etc. The Author, I like the most is none else than Jagmohan who remained as the Governor of the state of Jammu and Kashmir in the very difficult period of the state i.e. early nineties. He too remained as the Union Minister in the cabinet of the then Prime Minister of the country Atal Behari Vajpayee.
Based upon his rich experience in the administration for a pretty long time as also by remaining on the constitutional posts former Governor of Jammu and Kashmir Jagmohan has made a mention of the officers (IAS, IPS, IFS) who usually remain at the helm of affairs in the administration and the governance of the country in his book titled as "Soul and Structure of Governance of India". While giving the background of the civil services from ICS to IAS in operation at the moment he wrote in his book, I quote "that the decline in the working of officers was slow in the initial years but accelerated later on." Further he has categorized the officers into four categories which are reproduced here as under:-
Officers who have brains as well as backbone
Officers who have brains but no backbone
Officers who have backbone but no brain
Officers who have neither brain nor backbone
First category officers that is those, who have the courage of conviction and also intelligence to argue their view point, is a rarity these days. They start asserting themselves in the early phases of their career. They support the ministers whole heartedly when they are right but oppose them when they are wrong. They also put their heart and soul in work. Unfortunately, most officers, even of this category, under experiences,which embitter them, and they soon, the futility of their consciousness stand earnest work. They carry on adjusting themselves to the circumstances in the best manner they can. If they are fortunate, they come into contact with the few well meaning political executives who are still around and who have the machination and good sense to reward merit and encourage dispassionate advice and constructive work. Second category officers who generally aid and abet the wrong doings of Ministers. They using their intelligence and knowledge, informally advise the ministers how to circumvent the rules and procedures and make wrong look right. It is they who usually secure plum post ings and wield, under unhealthy political patronage, power much beyond their status. Sometimes, however they come to grief and even go to jails along with political godfathers as happened in half a dozen senior IAS officers in Bihar as a result of fodder scam. Officers of the third category are solid and stubborn. Since they have little intelligence, they generally pick up the wrong end of the stick and in their attempt to be firm, persist with their stand, however negative and harsh it may be. It is their behavior which public in general and politicians in particular have in view, labeled bureaucracy as obstruction in sensitive and wooden headed .So for as fourth category of officers is concerned, it is hardly any distinct impact of this category. they are non entities of the system weaklings. They are vulnerable to exploitation by senior officers as well as the politicians. Jagmohan further writes that "clearly the civil servants in India have lost their clan, their esprit the corps. They have been fragmented and fractured. Of late, another feature has been adding to their fragmentation. Whatever may be the justification for reservations and caste bound appointments and promotions they have, so for as the relationship between the minister and the civil servants is concerned, injected another unhealthy feature in the functioning of the civil servants. The officers belonging to a particular caste look to the minister of their own caste for advancement in their service career or for securing undue benefit so for awarding of disciplinary action that may be contemplated against them. In his book, Jagmohan Further advanced his view point that there may be nothing wrong in the reservation policy per se. But the way some politicians of the country and the civil servants are exploiting, it is further deformed the already deformed structure of public governance of the country. To me, besides above as described by Jagmohan, another category of the officers has emerged these days with the passage of time which I am discussing in this article here as under:-Category of the 5th category of officers have brains but they don't want to contribute anything. They are afraid of the consequences in the event of confrontation with the ministers/ political bosses in power in the country. They go to their offices just to pass their time and on pretext or the other, they remain abstained from the important tasks and rather they remain much busy with their family affairs/works and chatting with their kith and kins on their cell phones. indirectly they become the endo parasites on the government. When we talk about the state administration, here the system of governance is altogether different from the country. The State Government functions in its own novel way irrespective of the fact is that instead of gainful utilization of the IAS and IPS officers, it prefers allegedly to accommodate and post KAS / KPS officers on the important posts because they dance to the tunes of the ministers according to their whims and wishes promptly. As per the sources close to the state set up, experts rate the categories 1 to 5 (percentage wise) to the order of 20, 20, 20, 10 and 30. It is pitiable that against the strength of 137 IAS officers, the State Government at the moment is getting the services of 84 IAS officers and at the same time it important to mention here that out of 84 IAS officers, nine to ten IAS officers presently on deputation to the Central Government resulting which a wide gap is existing in the state with the short fall of about 63 IAS cadre officers which is a serious matter indeed. Whatever I have discussed in the preceding lines of this article, similar is the case in IPS cadre also in the state. This is unfortunate that the State Government is preferring the KAS / KPS officers against IAS / IPS officers. This gives the impression that whatever is going on in the country does not appeal to the state of Jammu and Kashmir. I am of the opinion that this should not happen because a signal will go in the country that they are the officers who are not being given the fair treatment rather they be given the totally free hand to dispose of the things according to the expertise and sharp skill as they are termed as the cream of the society. There should not be any sort of hindrances/obstructions in their way of working for the state fairly otherwise this approach will spoil the Administrative machinery of the state. The civil servants in the state feel some what suffocated in the prevailing political set up of the state. They feel that while doing the job entrusted to them by the government, they will end their valuable time of their lives but it is painful that they can't acquire an inch of land in the state to pass their remaining lives after their superannuation from the service. In the event of scrapping up of the Article 35A of the Indian constitution by the Apex court, they will be having a sigh of relief in the days to come. Since the matter is concerning the IPS cadre working in the state, I would like to add that these days, Basant Rath an IPS officer working as IGP Traffic is doing well in setting the system of traffic in a proper and systematic way. Public at large is happy with his performance as the head of the traffic machinery in Jammu. After his coming as the IGP Traffic, a sea change is noticed and appreciated by the people of Jammu and Srinagar regions. Others should treat him as a role model and try to grasp his style of functioning from him.
