SRINAGAR, Apr 30: Despite strong resentment by the teaching and non-teaching faculty the higher ups of University of Kashmir are hell bent to hold the Doctor of Philosophy (PhD) viva voice of a 'deficient' candidate so that he is appointed as full time Director Information Technology & SS at the varsity.
The Kashmir University Teachers Association (KUTA) through its President Dr. Muheet Ahmad Butt had made a representation to the Vice Chancellor, University of Kashmir Professor Khurshid Iqbal Andrabi asking him to withhold the PhD viva-voice of Engineer Maroof Naiem Qadri. In the representation the KUTA has said that since the verification of authenticity as well as validity equivalence and acceptability of EMBATT certificate produced by Maroof Qadri is pending it would be prudent to stop the PhD viva-voice of the candidate who is right now functioning as in-charge Director IT & SS at the University. The latest representation of KUTA was moved on April 27, 2018. "We have been given to understand that PhD viva voice of Engineer Maroof Naiem Qadri has been fixed in the first week of May 2018 in spite of the fact that validity, authenticity, equivalence to PG and acceptability of his EMBAIT certificate is yet to be established by the concerned committees," reads the representation of KUTA. The KUTA representation makes a mention of the reply with regard to Right to Information (RTI) application said that total duration of EMBAIT course is 18 months (12 months Ui-21 and 6 months IGNOU). It says that when the programme was offered the IGNOU was not under the purview of University Grants Commission (UGC). "It is clear that it cannot be considered equivalent to a two year post graduate programme and that the course was not recognized by UGC which are pre-requisites for admission to PhD in our university (University of Kashmir) or any university for that matter," reads the representation. The representation has been shot to many higher ups of the university and also those in the government.
Instead of acting on the complaint the university authorities showed more than keenness to get the viva-voice done of the candidate done at the earliest. The legal cell of the university has in fact shot a letter to Dean School of Applied Sciences, University of Kashmir.
"Respondents shall ensure conducting of viva-voice test of the petitioner on having completed the requisite formalities in all respect in tune with statue 46 of the university statutes and submit compliance on the next date of hearing," wrote Assistant Registrar Legal Cell to Dean School of Applied Sciences, University of Kashmir. The Assistant Registrar says that immediate necessary action needs to be taken to ensure the conduct of viva-voice in respect of the petitioner. He wrote that objections, if any, related to the case needs to be furnished to the office of Legal Cell so that the needful is done before the Court of Law. This correspondence has been shot on April 28, 2018.
The eagerness shown by the university authorities to conduct the viva voice of Maroof Qadri in a hush hush manner has come in for sharp criticism by teachers as well as non-teaching faculty of the varsity.
