Three months on, Police fails to arrest prime accused 'Chotu'

ANANTNAG, May 14: Despite the passage of over three months now, the Jammu and Kashmir Police have miserably failed to arrest the prime accused in Kulgam sex scandal.
Sources said that Kulgam police didn't make any serious efforts to arrest accused 'Chotu' and gave him enough time to move out of the state. "As of now it seems the accused has moved out of the state and has gone underground," they said, adding police gave enough time to all those-who are directly or indirectly involved in Kulgam sex scandal-for destroying the evidences.
Accused Chotu, as per the statement of victim, has raped the victim multiple times at a hotel in Jammu where he used to work. The victim in her statement has revealed that the other girls were too brought in the same hotel and were being exploited by some influential people.
A police officer at Kulgam admitted that police hasn't yet arrested accused. However, he said that Kulgam police has made the efforts, but he continues evade the arrest. "His family assured us that once he returns home they will hand over him to police but it hasn't happened yet and we suspect that he might have moved out of the state," he said.
Police has also failed to identify one of its officers, who according to victim, is also involved in Kulgam sex scandal. The victim has said that she would identify the officer who she alleges 'raped' her.
Kulgam police has already submitted a charge-sheet into the case last month, however had said that many accused involved in the case are evading arrest and it will submit a supplementary charge-sheet into the case as well. The sex scandal surfaced in the month of February after a teenage girl-rescued by Kulgam police from the Banihal area of Jammu alleged that she was raped and forced into prostitution.
The girl from Kulgam alleged that she was sexually exploited by some influential people and that there exists a big sex racket that has connections within and outside of the valley. Her revelations in a video clip went viral on social media. The girl had said that she was lured into the racket by some locals and later handed over to the pimps who were operating with the help of top men in politics and police.
She said that the sex ring was operating under the patronage of politicians and bureaucrats. The girl claimed that pimp of the racket, currently in custody, was in touch with a lawmaker of ruling Peoples Democratic Party.
Kulgam Police registered an FIR No 27/2018, U/S 363,120B, and RPC at police station Kulgam but the investigation being conducted by a Special investigation team (SIT) is moving at snail's pace.
