Corrupt officials like GDC Srinagar's Principal continue to loot exchequer

Srinagar, Oct 24: As the State Administrative Council (SAC) headed by Governor of Jammu & Kashmir has given nod for creation of J&K State Anti-Corruption Bureau (ACB), the anti-corruption crusaders, doctors and students of Government Dental College (GDC) Srinagar have appealed the Governor to implement the recommendations of State Vigilance Organization (SVO) wherein they have recommended prosecution of many top officials.
In one such case FIR stands registered against Principal GDC Srinagar, but in spite of recommendations of the SVO, the government has failed to act against this corrupt doctor who has looted state exchequer which has been proved by SVO during its investigation conducted way back in 2011 and 2012.
The SAC on Wednesday gave a nod for creation of ACB. The ACB will take over SVO in fighting corruption, but critics say that mere changing name of SVO won't work.
"We want SVO's recommendations should be implemented as well. From last six years GDC Principal, Dr Riyaz Farooq has not been shifted from his post in spite of being indicted by the SVO in massive embezzlement while procuring dental equipment in the GDC.
The government which claims to be committed towards eradicating corruption and removing the deadwood has been caught on the wrong foot against as the administration itself is seen shielding such elements by one way or the other," said Suhail (name changed) a PG student of GDC Srinagar.
Early Times is in possession of a letter which the then Inspector General of Police (IGP) SVO wrote to Commissioner Secretary to Government Health Department on February 25, 2016 The IGP recommended that Dr Riyaz Farooq, an accused in an embezzlement case under FIR No: 33 of 2012 in Police Station VOK Srinagar, be transferred from his post as this would cause harassment of prosecution witness.
It is almost three years since this letter was sent to the government. The corrupt Principal is yet to be shown the door. The government has also failed to give sanction for his prosecution, while on the other hand several lower rung officials have been given this sanction by the government through General Administration Department (GAD).
The tainted Principal of GDC Srinagar, even after being declared main accused in the purchase scam, has been appointing 'blue eyed' House Surgeons, Registrars/Senior Residents in the hospital against the norms set by Dental Council of India (DCI), an apex body looking after dental education in country.
This was done to favour some bureaucrats and politicians who allegedly are shielding Dr Riyaz. Recently Dr Riyaz was caught on camera doing private practice at his clinic which is not at all allowed for Principals and HODs, but inspite of the video becoming viral the nobody dared to touch this tainted officer.
Pertinently, few years back Dr Riyaz had failed to conduct the exams of Masters of Dental Sciences (MDS) students for several months. It was a Early Times report which forced him to conduct these exams. The students had been alleging that their career was at stake and Early Times had carried a story on March 5, 2015.
The GDC Srinagar has remained in news as the Principal of the college was indicted by the SVO for causing loss amounting to almost Rs 50 lakh to the state exchequer as he purchased dental equipment on exorbitant rates from some suppliers after getting illegal gratification.
The government is yet to initiate action against the tainted principal in-spite of the fact that an FIR stands registered against Dr Riyaz.
The SVO, according to reliable sources, has forwarded Dr Riyaz's name to the GAD to seek prosecution sanction under J&K Prevention of Corruption Act, but the sanction is yet to be given.
"We appeal Governor SP Malik and his advisors to act against this corrupt officer," said Syed Imran, an anti-corruption activist from Srinagar.
