Rs 7 lakh withdrawn against non- existent forest enclosure

JAMMU, Jan 24: The deep rooted muck and corruption in the department of Rural Development Department and Panchayat Raj involving senior officials of the department in Marwah, Dachhan and Warwan blocks of Kishtwar District has once again come to the fore.
In the latest disclosure through RTI reply, the document of which is available with ET, it has come to the fore that the Department had withdrawn an amount of Rs. 7 Lakh on account of establishment of a forest enclosure in Qadrina village. The former Block Development Officer Marwah Raiz Ahmed Lone withdrew the said amount vide Voucher No. 2634 Dated 22-12-2106 wherein 20000 apple trees were purchased @Rs. 35/- per Tree which were shown paid to Bhat Nursery on account of cost of apple trees as per Voucher No. 2637 Dated 26-11-2016 which is huge.
Speaking to ET, RTI Activists Abdul Wahid Malik and Ghulam Rasool Magrey said that not even a single apple tree was planted in the area of Qadrina and cost of Rs. 35 for one apple tree is very high cost.
"It is in fact double the cost of an Apple Tree alone; besides, transportation charges, plantation charges also stands withdrawn against this non existing forest enclosure" said the RTI Activists.
Ghulam Rasool Magrey said that the matter was also in the notice of ACD & DC Kishtwar, but they too failed to act which brought them under suspicion.
Meanwhile, BDO Marwah also withdrew Rs. 1.30 Lakh for purchasing branded J200 Samsung mobile phones for GRS on account of Gio Tagging in each Panchayat while in reality the Marwah Sub Division lacks internet connectivity. However there was no detail mentioned about the number of mobiles purchased and the cost of each mobile phone or the shopkeeper to whom the amount was paid so that same could be cross checked.
It is pertinent to mention that this controversial BDO withdrew Rs. 20 Lakhs of 14th FC plan fraudulently without preparing any labor sheets.
The sources also added that the BDO concerned also withdrew the amount meant for clearing the salaries of permanent employees of the RDD posted in the Block which according to the sources is a major breach of rules.
The locals said that the BDO during his posting in Marwah block withdrew the carriage charges in lakhs, but he did not pay the same to the mule owners, transporters who are waiting for the same since last two years.
They said that they even brought the matter into the notice of ACD Kishtwar time and again, but he failed to address the issue.
They said that the BDO never attended his office and as and when they visited his home, he (BDO) went into hiding.
They urged upon the Governor Administration to look into the matter by ordering a special probe into various frauds that took place in er Marwah Sub Division so that the corrupt officials could be booked.
