JKNPP alleges corruption in transfers

Jammu, Mar 9: With massive whimsical and motivated transfers being effected on day to day basis in various govt departments especially on the eve of elections, the transfers industry has flourished by leaps and bounds in Governor Rule in the state of J&K said Harsh Dev Singh JKNPP Chairman and former Minister.
He said that throwing all norms to the winds, the transfers were being made by reckless bureaucrats and other officers on extraneous considerations with hardly any regard for individuals suitability and efficiency for the prescribed job. While candidates having stay of barely few months were being transferred, those having stay of four to five years and even more at plum positions were allowed to continue at such prized postings due to bureaucratic clout and proximity to corridors of power. Likewise several transfers and retentions were being ordered keeping the political interests of a particular party in mind, alleged Singh. He was addressing a press conference in Jammu today. Accusing the helmsman of issuing wholesale motivated transfer orders particularly in the Deptts of R&B, PHE, PDD, Education, Forest, Police, Revenue etc on regular basis, Mr. Singh said that such nasty transfer orders had taken heavy toll of general governance in the state.
He said that even a cursory look at the transfer orders issued by aforesaid Deptts amply revealed the highly capricious and irrational nature of transfers and exploded the myth of good governance in the state. He said that loud whispers in official circles suggested that the transfers were being put to open action with none to take cognizance. He said it was a kind of free for all where the unscrupulous elements in the administration were making full use of their unbridled powers in governor Rule without being accountable to anyone.
The most deplorable aspect of the whole gamut of transfers, however, was the complete neglect of genuine cases who had no godfathers and were resource less, lamented Singh. He pointed out that while the resourceful and influential were being accommodated in violation of all norms and guidelines, the requests and representations of physically challenged people, widows and those on the verge of retirement and over stayed were being disregarded and rather consigned to dustbin.
Calling upon the vigilante organizations to hold a probe into the wholesale transfers issued in the said Deptts in the most arbitrary and whimsical manner in circumvention of stipulated norms and policies, Singh sought stringent action against the delinquent authorities in the interest of justice and rule of law.
Parshotam Parihar State Secretary Panthers Trade Union and Surinder Chouhan District President (Rural) of JKNPP were also present in the press conference.
