Revenue officials over burdened, people suffer

SRINAGAR, Mar 9: Resentment is brewing among the revenue officers in J&K against the alleged failure of the government to promote the in-service officers to the next rank, sources told Early Times.
They said that scores of revenue officials have been given additional charges besides their own duties. This has added to the miseries of the common people as these officers are over burdened.
There is a strong resentment even among the people, who are of the opinion that in charge (I/Cs) or look after term is not suitable for the officials and to avoid this, higher authorities at the helm of affairs should work on the departmental promotions, so that additional charges will be given to the already working officials.
In the recent past government issued an transfer and postings orders of revenue officials vide govt order no: 21-Rev (Gaz) of 2019 dated 15-02-2019, almost 146 Revenue officials were transferred and posted on different posts in Jammu and Kashmir.
According to sources from serial no. 1 to 24 Jr KAS officers were transferred and posted as tehsildars at different places, and from serial no. 25 to 46 were given charge as tehsildars and some of them were posted as head quarters assistants, while as from 47 to 86 were transferred as I/C tehsildars, and from 87 to 146 many naib tehsildars (NTs) were given as an additional charge besides their own duties.
"For an instance one of the NT was transferred to Sopore Baramulla, and he was also given and additional charge to look after the work of Khoie till further orders", sources said..
They cited an example of another revenue official who was transferred to Kargil, was also asked to look after the work of Drass in addition to his own duties till further orders.
However sources said that, "from past many years there is no departmental promotion in the revenue department, and why there is in-charge (I/Cs) Thesildars and why government is giving the officers additional charges besides their own duties, why they are not being promoted?"
The government has failed to promote the officers who are working as Naib Tehsildars from past several years, there are scores of Patwaris who are waiting for promotions since long time, said sources. Sources said that it is the Patwari who does the ground work, he knows pros and cons of the business, but his work is never appreciated by the higher authorities. "The revenue officials are experienced in their fields, and there is no negligence on their part, but additional charge means it is burden on them. It becomes difficult for an official to run two offices". At the same time government wants to make these officials accountable, where as the reality is that they cannot do justice with their duties, sources added.
