Budgam, Mar 9: At a time when Government claims state of the art facilities in its District and Sub District hospitals across the state , but the ground situation narrates a different story.
Government hospitals, it has been learnt don't have even basic facilities like 24 x 7 electric supply or alternate arrangement.
Details available with Early Times reveal that Sub District Hospital Khansahib has no facility of genset etc and patients are asked to wait for hours to undergo investigations like X-ray or ECGs etc.
" I went to the hospital along with my daughter after traveling 12 kms. Doctors advised to undergo ECG and X Ray. When I went to the concerned technician , he asked me to come after 1 pm as there was no power supply in the hospital . How can patients wait for 2 to 3 hours for simple investigations ? I was forced to go to a private clinic and did the necessary ECG etc . I believe there is a nexus between hospital staff and private clinic owners. Why can't SDH have a simple Genset ? If it is there why it is not put into use ? " said Bashir Ahmad a resident of Kachwari Khansahib while talking to Early Times
As reported already in a brazen violation of the recruitment rules and also without the approval of the competent authorities / state government more than 100 persons have allegedly been appointed under the Hospital Development Fund (HDF) in Khansahib medical block during last 1 year. Sources say neither any interview nor any written test was conducted while making these appointments. From March 2018 till July end as many as 100 blue-eyed boys and girls have been appointed in various capacities in Sub District Hospital (SDH) Khansahib and several primary health centers (PHCs) of Khanshaib medical block.
Only a few years back as many as 132 unauthorized appointments under HDF were made in Sopore and several senior doctors of Sub-District Hospital Sopore were said to be involved in this scam. In Pulwama district also several illegal appointments have been made in District Hospital Pulwama few years back.
The HDF appointments are made in complete violation and disregard of the Government Order No. 954 HME of 2000 Dated: 21-12-2000 and Government Order No. 150-HME of 2005 Dated: 15-3-2005, which make it clear that the HDF has no scope for employing or engaging people.
"Hospital Development Fund (HDF) means the fund collected on account of revenue generated in the hospital and this money has to be spent on different developmental works like painting, sanitation, purchasing gensets, inverters, repairing washrooms etc, but officials of health department use the money to make backdoor appointments and people are made to suffer. Why can't HDF money be used to buy Genset or repair the same if it is not working at SDH Khansahib" questions Abdul Rashid a local social activist.
