Ring Road project only on papers
Not even a kilometer stretch completed in last one year

Srinagar, Mar 11: It is more than a year now since Srinagar Ring Road project was launched by PDP-BJP under PM's special economic package in February 2018, but till date not even 1 km of the road has been completed. The affected farmers on the other side are protesting as payment of compensation is not being made in their favour.
Details available with Early Times reveal that from last more than a year not even a kilometer of the Semi Ring Road project has been competed inspite of the fact that contract was allotted to a private company in February 2018. In May 2018 Prime Minister Modi formally laid foundation stone for the project , but inspite of all that authorities have failed to take up the project. The main reason is payment of compensation to farmers whose land is to be acquired. Situation in Jammu is similar as work is going on at snail's pace there as well .
The affected farmers of Ring Road projects Jammu and Srinagar have warned the authorities that if their land was snatched forcibly they would pitch tents inside their fields and not allow any construction work on the highway both in Srinagar and Jammu. The joint coordination committee of farmers even held several protests .
" From more than a year we are coming on roads but it seems we are not a priority for the Government. We have been deceived by all the successive Governments. During 2013 when the central Land acquisition act was passed NC-Congress Govt failed to adopt that in J&K. PDP-BJP Govt also failed to pass a new land acquisition act. Governors administration has also not addressed our issue. The work is not going on as payment to farmers is not being made as per market rate of land " said G A Paul farmers leader and Ring Road President Land Owners Welfare Committee.
Farmers allege that those farmers who have been allotted state land and custodian land are also thrown out in Jammu and the leaders of Jammu were mum over the issue.
" Stamp duty rate in Jammu is as low as 78,000 / kanal and maximum Rs 5 lakhs / kanal which is injustice. MLAs from BJP , Congress , NC , PDP have not even addressed this issue except for Chowdhry Sukhnandan who raised the issue once in assembly but was asked to keep mum by his own party members .
Farmers also alleged that Private Negotiation option is not being explored by Government which is a provision under J&K Land Acquisition Act of 1934. Private Company which was allotted the work in Kashmir valley is also aghast against the Govt as they are not being provided land which is the responsibility of Government. In Budgam district 40 % farmers were paid compensation one year back but rest of the 60 % have not been compensated. Authorities say that Govt of India is not releasing the payment.
