SAC puts future of 550 teachers in jeopardy
Engagement of regular teachers against SS posts violates MHRD guidelines

Jammu, Mar 11: The decision taken by State Administrative Council (SAC) giving approval of re-hiring of 550 Subject Specific Teachers (SST) for merely three months rather than one year has put the future of these teachers in jeopardy.
The SAC meeting of March 8 had given its approval to the proposal of School Education department proposing re-hiring of 550 teachers from 11/3/2019 in winter zones and 1/4/2019 in summer zone schools upto 30/6/2019 or till the provision of regular teaching staff by the department by way of rationalization, whichever is earlier.
The Subject Specific teachers engaged under Rashrtiya Madhyamik Shiksha Abhiyaan, now Samagra Shiksha informed Early Times that the School Education department has proposed to engage regular teachers against the posts of Subject Specific teachers (SST), which is sheer violation of Ministry of Human Resources Development (MHRD).
According to the concept paper on "Integrated Scheme for School Education: Merging the Centrally Sponsored Schemes of SSA, RMSA and TE", issued by MHRD order of 22nd January 2018, in the option recruitment of additional teachers, it is mentioned that subject wise teacher will be available in the school.
"Our appointment was against subject specific posts and post graduation was eligibility to take state level entrance test. Under rationalization, the School education department cannot engage general line teachers and it will be violation of MHRD guidelines", a SS teacher said, adding that usually their engagement was for one year and extension was automatically given for next year.
"After SAC decision, SS teachers engaged in district Kathua as well as in other districts of Jammu province were disengaged on verbal orders and now have been asked to join on April 1, while as the Kashmir valley teachers have been asked to join on 11th of March, which is discrimination", the SS teachers said, adding that Governor must look into the matter and extend their continuance for full year.
State Project Director Smagra Shiksha Arun Kumar Manhas said that as per their contract they were engaged for one year and contact ended in February. "When their contract was about to expire, we communicated to administrative department, which in turn informed that rationalization process has been going on in the department so till the process is completed, their re-hiring should be approved for three months", Manhas said, adding that final decision about these teachers would be taken after rationalization.
