Rural Development Department yet to print calendars for 2019
Allots tender, successful bidder not ready to negotiate

srinagar, Mar 13: We are already in the third month of 2019 still then the Department of Rural Development is yet to publish the calendar for this year. The department is yet to decide even though the tender has been allotted to a party.
Sources told Early Times that in December 2018 the department invited tenders through the e-tendering process for the printing of calendars for 2019. Although three months have passed since then the department has not yet finalized the process so far.
'The department invited the tenders through e-tendering process and it was expected that the same would be completed soon. However, the department took ages and it is yet to finish the job. It may take them many more months and by that time it is apprehended that half of the year might have been ended," said sources.
Sources said that four or five parties took part in the e-tendering process and the tender should have been allotted to the party who had quoted the lowest rate. They said that even if one party took part in the tendering process the tender should have been allotted to that party.
One of the parties that took part in the tendering process said that when he contacted the department higher ups he was told that the response was very poor towards the tender notice. The party was told that the whole process would be re-advertised so that the response is better.
"In the first instance we were asked to submit the soft copies of the bill and later on the norm was changed. We were told to submit the soft bill as well as the hard copy of the bill. We were told that the Cash Deposit Receipt (CDR) would be released as and when the process is completed," said the party.
The department after the re-tendering process allotted the tender to the party that had quoted the lowest rate but with a rider that the rates quoted by him are negotiable. However, the process has gone haywire since the successful bidder has said that he is not going to negotiate the rates quoted by him.
"It is an irony that the tender has been allotted but the work has not been accomplished as yet. We have been made to wait for the release of CDR even though the tender has been allotted to some other party. There is total mismanagement in the department and the worst part is that there is nobody to listen," said the party.
