Promotion of Class-IV as Junior Assistants in Secretariat comes under scanner

Jammu, Mar 13: The promotion of Class-IV employees as Junior Assistant in the civil secretariat has come under scanner with eight employees, who failed in accuracy criterion of typing test shown qualified by Departmental Promotion Committee (DPC).
The General Administration Department had re-constituted a three member DPC for promotion of Class IV employees/officials of the J&K Secretariat (Subordinate) Services on 11th of March, with Additional Secretary GAD Subash Chibber as Chairman, Additional Secretary Service Grievance Secretariat Dr. Desh Raj Bhagat and Deputy Secretary PWD Zahooor Ahmed Raina as members.
The DPC conducted the typing test of the Class-IV in accordance with Jammu and Kashmir Secretariat (Subordinate) Service Recruitment Rules, 2009 in which 122 Class-IV employees had appeared.
As per the Recruitment Rules of 2009, Clause II, Category E deals with recruitment of Junior Assistant out of which 75 % through direct recruitment and 25 % through promotion. The sub-section-ii reads, "25% by promotion from matriculate orderlies/Jamadars having at-least three years' service as such, on the recommendations of DPC, who qualify type test requiring a minimum speed of 25 words per minute in order of seniority.
The minimum typing speed in tests conducted by Service Selection Board is 35 words per minute with 90 percent accuracy. The recruitment rules give 10 words relaxation to in-service candidates but there is no relaxation in accuracy, which means the accuracy in typing test must be 90 percent.
Strangely, the result of typing test of Class-IV employees of civil secretariat was conducted on 10th and 11th December 2018 by the DPC and the result was declared on 1/1/2019 in which eight candidates having accuracy less than 90 were also shown qualified, raising eyebrows.
These candidates are, at S.No 2 Bilquis Rashid (with accuracy 84 in typing test), S.No 29 Manzoor Ahmed Lone (accuracy 85), S.No. 34 Bilal Hussain Mir (ac. 88), S.No 35 Suhail Ahmed Allie (ac. 87), S.No 51 Gowhar Ashraf (ac 84), S.No. 79 Irshad Ahmed Malik (ac 87), S.No 96 Syed Bashrat Hussian (ac 87) and S.No 115 Waseem Junaid Khan Gojar (ac 89).
Dr. Des Raj Bhagat, a member of DPC said that he was included in the reconstituted DPC on 11th of March and was unaware about the criteria and typing test, which was conducted before his inclusion and Chairman could reply about it.
Chairman of the DPC Subash Chibber said that he was unaware about the accuracy points in the Typing test and asked to contact Under Secretary of GAD Iftikar Rasool Hamdani for the typing test speed and accuracy criterion. Iftikar Rasool Hamdani in turn said that it was the DPC members, who could best reply about the typing test criterion.
From the replies of the DPC members it appears that the accuracy criterion was overlooked.
