GAD, others fail to reveal info even after 6 months

Jammu, Mar 28: It is more than 6 months now since information about awareness and implementation of Public Services Guarantee Act (PSGA) and Right to Information Act (RTI) was sought from Government through General Administration Department (GAD), but said department being a nodal department for implementation of these laws along with other administrative departments has miserably failed to respond to the RTI request. As reported already by Early Times, information under RTI Act was sought by Jammu & Kashmir RTI Movement with an aim to know how many workshops, seminars and other sensitization programmes were conducted by Government for Govt officials and general masses towards understanding of RTI Act and PSGA. The department has failed to reveal the details inspite of a lapse of more than 6 months. RTI Movement through its Chairman Dr Raja Muzaffar had sought details of workshops, seminars, awareness camps held by Government for general public towards understanding of J&K Public Services Guarantee Act 2011. 3 of J&K RTI Act 2009; Budget allocation for awareness of J&K Public Services Guarantee Act 2011 and J&K RTI Act 2009. Provide details of the allocations wef from 2009; Copies of official communication made by GAD with all the HODs and Deputy Commissioners vis a vis conducting awareness programmes for general public for understanding of PSGA 2011 & J&K RTI Act 2009. "More than 6 months have passed nether the GAD , nor any other public authority has responded. We know that under provisions of this law we can file appeal or complaint, but the question is that even after 10 years of RTI enactment, Government officials are giving lukewarm response to this law " said Dr Mushtaq Khan General Secretary of RTI Movement. "Govt is not even training its own officials on RTI and PSG Act. Creating awareness for general masses is a dream for us . I appeal Chief Secretary and Commissioner Secretary GAD to intervene " said Sohail Khan RTI Activist from Safapora Ganderbal. Sources have told Early Times that officials who are designated officers under PSGA are unaware what their job is as not even 10 % of these officers have been trained by J&K Government.
