More scams surface in Anantnag Women's college
Rs 87 Lakh released to SCIOP in violation of norms

Anantnag, Apr 8: In yet another scam in Anantnag Women's College, the officials have released an amount of Rs 87 lakh to SICOP without fallowing the procedure.
The officials have also bent rules and by passed the college construction and development committee to favor indirectly a firm that had executed the works.
Documents accessed by Early Times reveal that Jammu Kashmir Small Scale Industries Development Corporation raised a bill of Rs 92.00 lakh in year 2016 to Women's Degree College Anantnag for Reconstructing flood damaged science laboratories. The Project Manager of SCIOP certified that the agency has executed the work as per the specifications mentioned in the estimate, however didn't provide completion certificate to college authorities. The documents also reveal that the agency hadn't completed the works when SCIOP raised bill.
In year 2017, prior to closing of financial year, Bashir Ahmad Dar, Associate Professor Economics submitted a report to Principal Women's Degree College and recommended that the payment be released to the agency. Surprisingly, he wasn't even a member of college construction and development committee.
The College Construction and Development Committee reportedly had refused to recommend the release of payment as the works weren't completed.
For year 2016-17, Dr. Mohd Amin Malik was heading College Construction and Development Committee. Dr Gh Nabi Hajam, Dr Fayaz Ahmad Shah, Dr Khursheed Ahmad Shah, Dr Jaleel Ahsan, Prof Ishaq Ahmad were the members of the committee, however this committee was bypassed and on the directions of then Principal, Bashir Ahmad Dar, Associate Professor Economics submitted his report on 16-03-2017 in favor of SCIOP allegedly for material benefits. The college Construction and Development Committee was supposed to work till 21 April 2017 as on 22 April 2017 new Construction and Development Committee was framed Vide No. WCA/17/Committees/102 Dated 22-04-2017.
Highly placed sources told Early Times that huge amount of money was swindled during the re-construction of flood damaged science laboratories.
A Fact Finding Committee constituted Vide Order No. WCA/19/ord/1628 dated 16-03-2019 to probe allegations against Bashir Ahmad Dar, Associate Professor Economics, has also maintained that later has fraudulently recommended the release of money to SCIOP.
"The committee has gone through the cash book and bill payment records. It was observed that Prof. Bashir Ahmad Dar has recommended Rs 87 lakhs of total Rs 92 lakhs bill in favor of aforesaid agency when he wasn't convenor of heading College Construction and Development Committee nor a member of the committee," reads the report of the Fact finding committee, a copy of which lies with Early Times.
The committee in its report has concluded that the 'matter needs further investigation'.
