Jammu, Apr 8:Despite lapse of 18 months and repeated reminders from Government to conduct probe into alleged swindling of BADP funds for model villages, Chief Engineer, PWD R&B, Jammu as chairperson of the committee didn't bother to hold even a single meeting as per the job assigned upon him.
According sources, the Planning Development & Monitoring Department had ordered an enquiry into alleged swindling of funds to the tone of over three crore of rupees by Officer Rural Development Jammu.
"A four members enquiry committee, comprising of Chief Engineer PWD, R&B Jammu as Chairman, Executive Engineer, PMGSY Jammu, Assistant Executive Engineer, PMGSY Jammu and Assistant Director, CSS/BADP Jammu, PD&MD as members was constituted by the then Commissioner Secretary, Planning Development & Monitoring Department, Rohit Kansal vide order number 326-PD of 2017, dated 18/10/2017 to ascertain the quality of works executed under BADP for proposed model villages Parwal, Palanwala and Sainth in Chamb constituency", sources said. They said that due to known reasons no meeting of said committee took place yet.
"In the month of December 2018, a reminder was sent to Chief Engineer, PWD, R&B Jammu by Director General CSS/BADP vide number PD/CSS.BADP/M.V/2017, dated 28/12/2018", sources associated with the development told and added that the Committee's Chairman didn't responded to the reminder.
They further said that a month ago another reminder was sent to the Chief Engineer, PWD, Jammu, no and development has took place yet. "Kindly refer to Government order no.326 PD of 2017, whereunder a committee has been constituted under the your Chairmanship to ascertain the quality of works executed under Border Area Development Programme (BADP) in model villages of Pargwal, Palanwala and Sainth in Chamb Constituency. The committee was required to submit its report within 15 days viz by 2nd of November 2017, despite lapse of over one year and chain of reminders latest dated 26/12/2018, the report in the matter is still awaited. Report to this department immediately and without any further delay", reminder vide no.PD/CSS/BADP/M.V./2017, dated 26/03/2019 read.
Sources alleged that there were several influential officers were involved in the scam, and efforts at top level being made to hush up the matter. However, one of the member enquiry committee, whishing not to be named informed the committee had sought record from Rural Development Department (RDD) Jammu, same has not be provided to the committee yet. "Due non-cooperation from concerned department, the enquiry is hanging in balance", he added.
Chief Engineer, PWD, R&B Jammu D K Khanna when contacted he said, "I'm not aware of any such enquiry or reminders, I will let you, after checking the record."
