Early Times Report

SRINAGAR, Nov 2: Crores of rupees are all set to go down the drain since the administration of union territory of Jammu & Kashmir has given enough hints that it is going to restart the developmental activities especially macadamization across the length and breadth of Kashmir valley.
Despite the fact that winter season has already set it in Kashmir, the people at helm are keen for taking up the developmental activities in the valley. Although, the developmental activities are usually not taken up in Kashmir during winter, but still then the people in the administration want to score brownie points in this regard. The Roads and Buildings (R&B) department and other agencies entrusted with the development and maintenance of roads as well as other public utilities in Kashmir have already published tender notices in local media inviting tenders for various works mostly macadam works that are to be taken up in the summer capital and other districts of the valley. "As the winter season has already started in Kashmir rain or snow can be expected at any moment. As such there is no justification of taking up development works at this point of time in the valley. There are some officers and officials who want to make merry out of the same," said Ali Mohammad, a resident of Gaw Kadal. People as a whole believe that some of the people at helm want to compensate for the loss that was caused to the working season during the three month long unrest in Kashmir. They said the step was good, but since the working season is already over taking up developmental works during winter is nothing, but wastage of the public money.
"Some of the tender notices have evoked no or little response, but still then the concerned departments are re-advertising the notices. The higher ups of the departments while acting on the diktats of some influential people are ensuring that the works are allotted to some contractor or agency. This would give a chance to these people to sell the same before the common masses as and when the time comes," said Mohammad Afzal, a resident of Budgam.
It would be in place to mention here that Evotherm technology introduced by the former R&B minister Syed Mohammad Altaf Bukhari has failed to achieve the desired results since the macadam went off at many places in Kashmir. The former R&B minister had claimed that with the use of this technology macadam can be laid in Kashmir during winter as well. However, the claim remained just a claim since macadam caved in on many roads in the valley. "Since the Evotherm technology has failed in Kashmir how prudent it is to lay macadam on roads in Kashmir during the winter. The government has a habit of not learning from the mistakes and same can be said about the present dispensation. The people at helm want to lay macadam and carry out other developmental activities in Kashmir during winter at any cost," said Abdul Wahid, a resident of Pandach.
