Irrigation Deptt shows poor performance in irrigation augmentation projects
Many LISs remain non-functional despite expenditure of 95% of funds

JAMMU, May 3: Irrigation Department has reportedly showed very poor performance in execution of Lift Irrigation Schemes (LISs) in Jammu region, which can be gauged from the fact that many such schemes could not be completed even after incurring 95% of funds on them resulting defeating the purpose of giving boost to agricultural sector.
Sources told Early Times that although crores of rupees were pumped by Government of India for irrigation related projects to the State, so that the areas which have been lacking irrigation water supply be covered through lift irrigation methods. “The far off areas of Jammu district particularly plain areas which have strong potential of agriculture production but due to lack of irrigated water facility, the farmers have to face heavy loss and in order to cope up with such problem, LIS was the only way to overcome of this problem but due to negligence of the concerned department, the most of such schemes could not see the light of day,” they alleged.
They further said department had taken up a Lift Irrigation Scheme Bardoh in Khour block of Jammu district area decades ago at the estimated cost of Rs 2.50 crore to provide irrigation facility to cover thousands of acres of land and the scheme was scheduled to be completed in 3-4 years but astonishingly the scheme remained incomplete. “The project was abandoned after seven years due to some unknown reason after incurring expenditure of Rs 2.30 crore on procurement and part construction of civil work,” they said.
They further informed that due to apathetic attitude of the Irrigation Department, no action was taken to re-allot the balance works and machinery purchased could not be installed resulting wasting the huge funds. “Instead of executing the works in planned manner to avoid wastage of resources, the department continued to take up such importance projects without applying proper thoughts due to which farmers could not be benefited of such schemes, which otherwise would have been proved boon for them in the shape of increase of their agriculture produce,” they said further adding there are many such schemes have been left incomplete after spending almost entire funds. Although the department had always been taking shield of some minor repairs issues in their function but fact of the matter that due consideration was never given to make these LIS functional.
