Despite ban, outgoing college principal engages daily-wager through backdoor channel

JAMMU, May 6: Though time and again the administration has imposed blanket ban on the engagement of any daily wager, contractual, seasonal or any type of worker in the government institutions but an outgoing Principal of a Government Degree College (GDC) got engaged a daily wager through backdoor channels under the nose of authorities.
Sources informed Early Times that the outgoing Principal of a GDC, who attained superannuation on March 31, had engaged a daily wager, throwing the repeated dictates and circulars issued by the government into a dustbin.
This blue-eyed daily wager is a relative of a contractual lecturer who had joined the same college and without few months of engagement, the lecturer got so much proximity with the Principal that the lecturer got the relative engaged as daily wager in the college.
Sources said that the daily-wager was engaged in the Library of the College as library assistant. “Though the daily wagers across the colleges have been getting nearly Rs 6000 per month but this blue-eyed daily wager had been engaged with a monthly salary of over Rs 10,000”, sources said, adding that there were reports that the salary of Rs 10,000 was later enhanced to Rs 13,000 by the Principal before his retirement.
“Though the Higher Education department has been claiming of funds scarcity and depletion of pool-fund, from where they have been paying the daily wagers but how a Principal engaged a daily wager is a serious question”, sources said, adding that the Principal enjoyed influence in the administrative functioning and before his retirement, he had been attempting to portray himself as over-enthusiastic in managing affairs and to run online lecturers along with sending press-releases to the media, patting his back for routine works.
The Principal of the GDC Udhampur Subash Sharma said that he has joined the college only a fortnight back and he has so far not released the salary of any such daily wager. He assured that he would look into the matter and if found any violating of norms, the daily wager would not be paid any salary and his appointment would be cancelled.
However an official said that even if the administration would cancel the engagement order of the blue-eyed daily wager but an enquiry must be initiated and action must be taken against the Principal, who violated the law and engage such daily wager. “Instead of initiating action against the officials the administration usually cancel the engagement, saving the accused Principals but this should not be the case and the officials responsible for such acts must be punished”, an official said, adding that even if there was urgent requirement of an assistant in the library then proper procedure must be adopted instead of engaging blue-eyed through backdoor channels.
